Bishkek, April 28, 2022. / Kabar /. President of Kyrgyzstan Sadyr Zhaparov sent an appeal to the people of Kyrgyzstan in memory of the citizens who died during the conflict on the Kyrgyz-Tajik border on April 28, 2021.
The press service of the Kyrgyz president reported that in his appeal the president said that April 28-30, 2021, unfortunately, was remembered by our people as one of the saddest and most difficult days in the history of independent Kyrgyzstan.
He stressed that in those tragic days, as a result of armed clashes on the Kyrgyz-Tajik border, 36 Kyrgyzstanis were killed and irreparable damage was caused. 173 citizens received various injuries and are still being treated.
Zhaparov noted that however, this test strengthened the unity and courage of our people. In this difficult hour, the hardworking and hospitable people of Batken showed unprecedented determination, patience and fortitude.
He also emphasized the heroism of soldiers and compatriots who swore to defend the integrity and sovereignty of the state, who gave their lives for the Motherland and people.
“In difficult days, all Kyrgyzstanis confirmed the great unity of their ancestors and the whole country stood up to defend Batken. I would like to note that patriotic domestic businessmen and our compatriots working abroad provided significant assistance to the victims. Thanks to the solidarity and support of the people and the whole country, 140 previously burnt houses were completed and put into operation. Houses were also built for the families of 36 people killed in the clashes,” he said.
The Kyrgyz president expressed gratitude to the fraternal state - Turkey, well-known Islamic charitable foundations and many other organizations for their direct assistance in restoring social facilities that were burned and destroyed during the armed conflict. In addition, a close neighbor, the Republic of Uzbekistan, showed an example of brotherhood and friendship by completing the construction of a modern comprehensive school in the village of Margun and now a second school is being prepared for opening in the village of Samarkandek.
Sadyr Zhaparov noted that in order to quickly eliminate the consequences of the conflict, he signed the Decree “On priority measures for the rehabilitation and development of border villages in Batken region”, and a special representative of the President of the Kyrgyz Republic for the restoration and development of border villages in Batken region was also appointed.
In addition, in order to provide comprehensive support to the population of Batken region, improve the economy of the region and solve social problems, on September 10, 2021, the Law of the Kyrgyz Republic "On the status of the Batken region" was adopted and entered into force. According to the document, a list of public services provided on a free or preferential basis by state bodies to the population of the region was determined. A number of benefits were also provided for citizens permanently working in the region and undergoing military service.
“Last year's armed conflict clearly indicated the need to pay serious and urgent attention to the security of the borders of our republic. Therefore, for the first time in the history of the country, in order to strengthen our armed forces, modern military equipment and other equipment was purchased at the expense of the republican budget. Work in this direction will be continued,” he added.
The president emphasized that the issues related to disputed areas on the Kyrgyz-Tajik state border still remain problematic. Their resolution requires us to be careful, tolerant and consistent.
“At present, the bilateral interstate commission continues to work with the aim of reaching an agreement on the disputed sections of the state border. Some progress has been made,” he said.
