Bishkek, June 7, 2021 . / Kabar/ . President of Kyrgyzstan Sadyr Zhaparov defined main tasks of the Council on Improvement of Judicial and Law Enforcement Activities under the President.
During a meeting of the Council on Monday, the Kyrgyz leader emphasized that the most effective way to resolve any social conflict is legal protection.
"The goal to stabilize civil society will be realized only when a number of issues on optimization of legislative and law enforcement processes will be solved, and the mechanism of judicial protection will be used legally and reasonably.
President Zhaparov noted the Council is an advisory and consultative body established to improve the activities of courts and law enforcement agencies, as well as to prepare proposals for the drafting of normative legal acts regulating the organization of their activities.
In addition, a special expert working group has been created under the Council to analyze and develop proposals, aimed at eliminating legal gaps and conflicts in the current criminal, civil, administrative, and executive codes. The group is headed by General Prosecutor of Kyrgyzstan Kurmankul Zulushev.
The main tasks of the expert working group are:
- Improving the efficiency and quality of justice;
- Achieving transparency in the law enforcement and judicial systems;
- Ensuring guarantees of judicial protection of human and civil rights and freedoms;
- Protection of freedom of speech and the press, freedom of the media;
- Ending of unwarranted and excessive interference of authorized bodies in the activities of business entities and strengthening of the protection of the legitimate rights of investors.
Sadyr Zhaparov noted the experts have prepared draft laws on the most pressing issues and problems of the judicial system and judicial proceedings, consisting of analysis and recommendations on a number of priority areas of judicial reform.
