Kyrgyz president instructs to introduce strict account of state property

Bishkek, Nov. 26, 2021 . / Kabar / . "If we control state agencies and industries that generate such income, our security will be ensured," President of Kyrgyzstan Sadyr Zhaparov said Friday during a meeting of the country’s Security Council.

"You don't know exactly how much state property you have, where it is and how much it is worth. There's no data on how much property the state has. So study it all, put it on record, find out the market value. In addition, there are serious shortcomings in the execution of the budget," said the president referring head of the State Property Management Fund (SPMF) Mirlan Bakirov.

Addressing the meeting participants, President Zhaparov noted the need to receive monthly and, if necessary, weekly reports and to check our state property.

"We have to receive information on a daily basis about what's going on, what direction the work is taking, how much revenue and so on. For example, regarding Megacom (state-owned cellular operator). Tariffs for subscribers remain the same, but the revenue fell by KGS 500 million. I set the task that new management bring the profit at least to KGS 1.5 billion, or he will be prosecuted. Last year, only KGS 1.5 billion in taxes were paid. This year, the figures increased to KGS 3 billion, and the company has earned KGS 1.5 billion net profit. Earlier, the budget received KGS 1.5 billion of taxes and KGS 1 billion of net profit stayed in the shadow. And there are a lot of such facts," said Zhaparov.

The Kyrgyz leader also noted Kyrgyz Railways state enterprise previously had a debt of KGS 2 billion.

"The net profit of the company was KGS 1 billion 578 million for six months of this year. We started to repair all railroads of Kyrgyzstan, starting from Lugovoi, and received new railcars,” Zhaparov added.

He also noted that the net profit of Manas International Airport after taxes amounted to KGS 3 billion 110 million. Earlier net profit was only KGS 1 billion 800 million.

In addition, the president pointed out that the operation of plants in Aidarken and Kadamzhai has started and they will soon begin to bring income.
