Bishkek, Oct. 13, 2020 / Kabar /. President of Kyrgyzstan Sooronbay Jeenbekov returned to the Parliament of the country a decree on approving the program, the structure and composition of the government of the republic, the president’s press service reported.
In accordance with the Constitution of the Kyrgyz Republic, the president issues a decree on the appointment of the prime minister and other members of the government within three days. If the President does not issue a decree on the appointment of the Prime Minister and members of the government within the above period, they are considered appointed.
At the same time, the press service noted that these decisions of the parliament are widely discussed among the public and the legitimacy of the decisions taken is questioned, in particular, the quorum, that is, the physical participation of 61 deputies at the meeting.
According to the available information, there were 51 deputies attending the extraordinary session of the parliament on Oct. 10 and powers of attorney of 10 more deputies.
Thus, the quorum was not provided, decisions made without a quorum are considered illegal and unenforceable. In this regard, the office of the President of Kyrgyzstan returned the submitted documents to the parliament, the report said.
On Oct. 10, the parliament of Kyrgyzstan at its extraordinary meeting approved Sadyr Zhaparov as a prime minister of the country, as well as his program, structure and composition of the government.
