Kyrgyz president signs decree to optimize republican budget expenditures

Bishkek, Dec. 3, 2021 . / Kabar / . Kyrgyz President Sadyr Zhaparov signed on Friday a Decree "On measures to optimize expenditures of the republican budget, increasing the efficiency of budgetary funds of state bodies and local authorities”.

Thus, according to the Decree, state authorities and local governments do not pay serious attention to finding internal reserves for saving budgetary funds.

Low efficiency of mechanisms of control over the use of funds from the republican budget leads to misuse of budget funds, shortages and theft, failure to meet established standards for consumption of fuel and lubricants, electricity and heat, communication services, unjustified write-off of material assets and money, other violations of financial discipline.

In order to streamline expenditures from the republican budget and create conditions for its real implementation, the Kyrgyz president decided:

The Cabinet of Ministers of Kyrgyzstan:

- should develop and approve by March 1, 2022 a program of urgent measures to optimize republican budget expenditures, improve efficiency of use of budgetary funds by state bodies and local authorities for 2022-2023, providing, among other measures, for implementation of the following mandatory measures;

- carry out an inventory and optimization of the number of institutions, organizations and enterprises - recipients of the republican budget funds on the basis of transferring them to self-sufficiency and self-financing, reorganization, elimination of duplicate functions and reduction of the number of management personnel;

- streamline conditions of remuneration and social security of employees of institutions, organizations and enterprises, the maintenance of which is financed from the republican budget;

- introduce from March 1, 2022 of a ban on the purchase by ministries, administrative departments, local state administrations, other bodies of executive power and local self-government bodies of official vehicles, major repairs of administrative buildings, office premises at the expense of budgetary funds;

The Chamber of Accounts of Kyrgyzstan:

- to improve the efficiency of state audit of management of financial, material and other public resources by public authorities, local governments, state, municipal and private organizations, institutions and enterprises;

The Jogorku Kenesh until Feb. 1, 2022:

- to take necessary measures to reduce the costs of maintenance of deputies of the Jogorku Kenesh related to parliamentary activities, paid from the state budget: provision of office supplies and technical means; payment of monthly compensation for rent in the amount and manner prescribed by regulatory legal acts approved by the Jogorku Kenesh; right to free use of all types of public passenger transport in the Kyrgyz Republic; expenses for use of communications;

The Prosecutor General's Office of the Kyrgyz Republic should intensify prosecutorial supervision over the implementation of legislation on the targeted use of budgetary funds and financial discipline, making maximum use of prosecutorial powers to identify violations in the use of budgetary funds in the executive branch and local authorities.
