President of Kyrgyzstan Sadyr Zhaparov has recently signed a number of the most important decrees. One of which was the Decree "On measures for the development of the agro-industrial complex of the Kyrgyz Republic."
Thus, in order to further develop agriculture, food and processing industries, the market for agricultural products, raw materials, food, increase the export potential of the agro-industrial complex, stimulate the branches of the agricultural sector as the basis of the country's food security, the government of the Kyrgyz Republic is recommended to:
- to develop and submit for consideration a draft Concept of agricultural development of the Kyrgyz Republic and an action plan for its implementation;
- to improve the efficiency of use and market turnover of agricultural land;
The state of agricultural land and the degree of their degradation has a great impact on agricultural production and the level of poverty in rural areas. Due to the lack of state policy on Sustainable Land Management SLM, large-scale degradation of agricultural land is taking place, in some cases becoming irreversible.
Expert in the field of agriculture Yuri Kurinsky told Kabar that today Kyrgyzstan may face serious problems. “Farmers in the truest sense of the word "pump out" every last drop from the ground to achieve short-term high yields, forgetting about the work of monitoring and analyzing the soil. The good news is that recently they began not only to talk about it, but also to do it. The decree signed by our president should solve a number of serious problems at once. And first of all, we must all be engaged in the rehabilitation of fertile, arable agricultural land. It is necessary to literally create commissions that will deal with the collection of land on the ground, carry out a subsequent thorough analysis and, on the basis of this, make recommendations to farmers. Of course, this is energy-consuming work, but so important that if we do not do this in the near future, it may turn out to be too late and we will lose a lot of fertile land."
- consider the possibility of transferring to the management of the authorized body for agriculture a part of the lands of the State Fund of Agricultural Lands for the development of cooperatives, seed and breeding farms;
“The agriculture of Kyrgyzstan should be a locomotive and be at the forefront. First of all, due to the fact that this industry is one of the most stable and understandable for analysis. Domestic agricultural producers are just waiting for their work to be appreciated on a national scale. One should also think about the fact that it is necessary to move away from small-scale production and again begin to unite into large farms, which will be much more useful for the state than individual farms. I can say that not all farms are capable of providing benefits at the state level. I know that many farmers cannot “pull” their land shares. Some lease their land to those who are the "dominant" force in a particular village. Therefore, now the issue of enlarging farms, it seems to me, should be brought up again for general discussion. I also heard that Kyrgyzstan wants to follow the path of clustering. Also, not bad idea. But the farmers themselves still cannot understand what cluster unification is and whether it will be so salutary and profitable than the old schemes. I mean collective farms. In any case, the next agricultural season is ahead. And the fact that President Zhaparov signed such an important Decree just on the eve of field cultivation says one thing - the country's leadership is directly interested in the development of domestic agriculture. This means that farmers should take more initiatives that will contribute to the growth of this most important sector of the economy. It is worth not only theoretically analyzing how we can make agriculture in the republic a highly effective means of achieving prosperity in the country, but also moving on to the full-scale implementation of all the plans outlined right now," said Yuri Kurinsky, permanent expert of Kabar in the field of agriculture.
Another expert in the agricultural industry, agronomist Vladimir Kunitskiy told that the development of the whole agro-industrial complex is an ambitious, important and at the same time feasible task. “What is an agro-industrial complex? It is not only agriculture, which is its basis. The agro-industrial complex is a developed infrastructure, these are large agricultural complexes, processing factories, enterprises that are engaged in the production of all agricultural raw materials. This Decree should provoke a wave of growth in the development of both agriculture and the entire agro-industrial complex as a whole. It is necessary to do, and urgently, to restore the once successful farms and their infrastructure. There were dozens of advanced farms in Chui Oblast. It is necessary to build and recreate again grain storage facilities, milk farms, in general, all the infrastructure that we had in the recent past. I hope that the presidential decree will be the beginning of a new industrial boom, which will eventually be able to bring the state out of the difficult situations that we have faced all these years,” he said.
Kunitsky also added that success can be achieved only in one case, if after such decrees, real work begins, and not targeted, but full-scale, which will cover the entire country. “President Zhaparov, I am sure, understands this. And there is hope that Kyrgyzstan will be developed in a new way,” the expert summed up.
Kyrgyzstan needs a boost for the development of many key sectors of the economy. Agriculture has a great chance for this. The agro-industrial complex of Kyrgyzstan should actively develop so that the country can independently provide almost the main factor of security - food.
