Bishkek, March 5, 2022 / Kabar /. Minister of Foreign Affairs of Kyrgyzstan Ruslan Kazakbaev held negotiations in Moscow on March 5, 2022 with Minister of Foreign Affairs of Russia Sergey Lavrov as part of his official visit to Russia.
The visit is taking place to mark the 30th anniversary of the establishment of diplomatic relations between the Kyrgyz Republic and the Russian Federation, the Ministry of Foreign Affairs of Kyrgyzstan said.
The heads of the foreign ministries of the two countries held thorough negotiations on the entire spectrum of multifaceted Kyrgyz-Russian cooperation, highly appreciated the level of allied relations and strategic partnership between the Kyrgyz Republic and the Russian Federation, the development of bilateral relations in all areas of mutual interest.
Attaching historical significance to the 30th anniversary of the establishment of diplomatic relations between the countries, Kazakbaev noted that Kyrgyzstan is aimed at further developing cooperation with Russia, based on mutual trust and understanding, both at the bilateral level and within the framework of international and regional organizations such as the UN, CIS, CSTO , SCO and EAEU.
Much attention was paid to issues of trade, economic, investment, cultural, humanitarian, interregional cooperation, as well as the implementation of previously reached agreements.
In connection with the chairmanship of the Kyrgyz Republic in the EAEU this year, Kazakbaev expressed confidence in the joint achievement of goals and priorities for further deepening integration processes. The sides discussed the events planned in the Kyrgyz Republic at the level of heads of state and government, as well as within the framework of the first Eurasian Economic Forum.
Touching upon the issues of Kyrgyz-Russian trade and economic cooperation, Kazakbaev expressed satisfaction with the growth of mutual trade turnover between the two countries, which reached USD 2.2 billion in 2021 and grew by 46.5%, despite the difficult conditions of the coronavirus pandemic. Direct investments from the Russian Federation make up almost 60% of the total volume of foreign investments received by Kyrgyzstan in 2021.
On the issue of education, the Kyrgyz minister expressed hope for the speedy implementation of the agreement at the highest level on the construction by the Russian side of educational institutions in Kyrgyzstan, the opening of branches of Moscow State University named after Lomonosov, Moscow State Technical University named after Bauman and other leading universities of Russia.
The heads of the foreign affairs agencies also discussed the issues of citizens of Kyrgyzstan staying and working in Russia. In particular, issues related to the difficulties of passing a medical examination and fingerprinting, migration registration, as well as the withdrawal of Kyrgyz citizens from the list of persons who are prohibited from entering the territory of the Russian Federation (“black list”) were considered.
Kazakbaev proposed to the Russian side to consider the possibility for Kyrgyz citizens of to undergo a medical examination on the territory of the Kyrgyz Republic with the issuance of Kyrgyz-style certificates.
In addition, the importance of establishing a multifunctional migration center of Russia in Kyrgyzstan, which will assist in the advance passage of the necessary procedures by the citizens of the Kyrgyz Republic before entering the territory of Russia, was noted.
In his speech during a joint press conference of the heads of foreign affairs agencies, Kazakbaev noted that Kyrgyzstan is following the development of the situation in Ukraine with concern.
He emphasized that the Kyrgyz Republic supports the start of the negotiation process between Russia and Ukraine on a peaceful settlement of the conflict, and is interested in the speedy achievement of mutually acceptable solutions that contribute, first of all, to a ceasefire and a way out of the crisis. He emphasized that any conflict must be resolved exclusively by political and diplomatic means, including by creating new formats and mechanisms if the existing ones have stopped working. He said that the Kyrgyz side supports any mediation efforts in this direction, and, if necessary, expresses its readiness to assist in establishing peace and mutual understanding. At the same time, he noted the positive experience of Bishkek in mediation missions: in 1994, the Protocol on a ceasefire between Armenia and Azerbaijan in Nagorno-Karabakh was signed in Bishkek and in 1997 the official authorities of Tajikistan and the United Tajik Opposition signed a protocol on political issues.
An important result of the talks was the manifestation of a consensus on the need to further deepen and develop bilateral relations in all areas and directions that meet the interests of the two countries.
The Russian side welcomed the stabilization of the internal political situation in the Kyrgyz Republic, including the successful implementation of the constitutional reform, the holding of parliamentary elections and the formation of executive bodies. Lavrov expressed confidence that the Kyrgyz Republic in the Central Asian region will promote a positive agenda that will allow the countries of the region to experience positive changes.
Following the talks, the ministers of foreign affairs of the two countries adopted a Joint Statement on the occasion of the 30th anniversary of the establishment of diplomatic relations between the Kyrgyz Republic and the Russian Federation, and also approved the Program of Cooperation between the Foreign Ministries of the two countries for the next three-year period.
