Kyrgyzstan adopts business development program

Bishkek, March 14, 2023. /Kabar/. The Cabinet of Ministers of Kyrgyzstan adopted the Business Development Program until 2026, the press service of the country’s Ministry of Economy reported.

The document includes initiatives from the public and private sectors and is aimed at creating conditions for the sustainable development of entrepreneurship.

The measures in the program are aimed at:

• achievement of indicators of the Kyrgyz Republic in the ranking of the Global Competitiveness Index to 10 positions by 2026;

• transition to a service model of business service (reduction of tax audits, digitalization of customs infrastructures, deregulation and debureaucratization of state regulation of business, etc.);

• protecting intellectual property rights to promote technology development and healthy competition;

• Bringing the financial and banking system in line with ESG requirements to expand opportunities for access to sustainable finance development in the Kyrgyz Republic;

• 50% increase in financing and implementation of projects according to ESG standards in the construction, transport, energy and financial sectors;

• development of at least 10 feasibility studies and business plans for attracting financing on the principles of sustainability and cyclicality for financing by international funds, including in the context of negotiations to write off external debts for environmental projects.

The program also proposes to increase the rating of the Kyrgyz Republic to at least 50th level in the list of the best countries for women entrepreneurs by 2026, as well as to increase the number of self-employed people in the regions of the country. In 2023, at least 1,000 women will be involved in preschool education.

For 2023, measures are laid down to create border trade centers in areas with China and Uzbekistan. The program outlines initiatives that will be open to collaboration and project development with international partners. A total of 101 events are planned to be implemented by 2026.
