Kyrgyzstan became one of states to eliminate statelessness

This was stated at the United Nations High-level Political Forum on Sustainable Development (held July 7-16) during a presentation of the Voluntary National Review of the Kyrgyz Republic, presented by Minister of Economy of Kyrgyzstan Sanjar Mukanbetov.

Kyrgyzstan has committed itself to implementing the Sustainable Development Goals (SDG) in 2015. Goals and objectives of the SDG were included in the main strategic documents of the country - National Development Strategy 2040 and Government Program 2018-2022.

The conceptual idea behind Kyrgyzstan's public policy is to focus on human development and to ensure a decent standard of living. The Kyrgyz Republic adheres to the global commitment "not to leave anyone behind", with special emphasis and priority attention on the most vulnerable groups.

One of the achievements of Central Asian republic was that in 2019 the Office of the UN High Commissioner for Refugees declared Kyrgyzstan one of the states that eliminated statelessness in the country. Biometric registration of 3.4 million citizens was carried out, which, among other things, made it possible to develop a new electoral model.

As part of establishing monitoring and reporting system, the Open SDG platform was adapted, where data and metadata for global and national SDG indicators in SDMX format are now available. Currently, Kyrgyzstan is ready to report on 102 or 50% of all applicable global SDG indicators.

Full-scale use of digital achievements is a key policy element, and goes through all national socio-economic development priorities of the country.

Thus, a 2-year moratorium on business inspections allowed to provide legal protection to entrepreneurs, eliminate unjustified and excessive interference by 10 state supervisory bodies. As a result, the economy grew steadily at an average annual rate of 5%.

Although economic growth is not yet sufficient for rapid and significant growth in the well-being of the population, an increase in GDP per capita has allowed Kyrgyzstan to move from a low-income to a lower-middle-income category.

Over the years, the number of Kyrgyzstanis living below the poverty line has been reduced by half. This has been facilitated both by efforts to reduce unemployment and by measures to improve state support for socially vulnerable categories of citizens by increasing social benefits, introducing new types of support, developing the social services market, creating conditions for education and vocational training, employment, social services, etc.

For instance, if on Jan.1, 2020 in Kyrgyzstan, 563 thousand 600 people were receiving state benefits, whereas on March 1, number of people receiving state benefits decreased to 425.8 thousand people

Certainly, the coronavirus pandemic negated many positive developments, but the government has begun implementing an anti-crisis plan. And today, all the mechanisms that have been created recently, such as the Centers for Entrepreneurship Support, the Institute of Business Ombudsman should work.

At present, all government agencies continue to work to achieve the SDG, create an environment for human development, unlock everyone's potential and ensure the well-being of the Kyrgyz people.

On instruction of the republic’s Prime Minister Kubatbek Boronov, construction of hospitals in the cites of Bishkek and Osh with 100 beds each has already last week.

The head of the government also instructed to accelerate the opening of shops for sewing disposable medical masks and personal protective equipment, to provide all regions with computer tomography equipment.

KGS 4.2 billion have been allocated to commercial banks for the implementation of the “Financing of Business Entities” Program previously approved by the Government of the republic, including KGS 2.2 billion by the Finance Ministry and KGS 2 billion by National Bank of the Kyrgyz Republic through credit auctions.

Implementation of the said program is aimed at restoring and ensuring economic and social stability and supporting business entities in the conditions of coronavirus infection spread.

Under the “Financing of Business Entities” Program, the funds will be used for crediting fixed assets (purchase, renewal, expansion and modernization of fixed assets) and working capital (purchase of raw materials, components, spare parts), as well as for refinancing loans.

In order to introduce the digitalization of tax administration, the Ministry of Economy intends to provide soft loans to small and medium-sized businesses that use tax procedures' fiscal components (electronic invoices, software CMR, product labeling).
