Bishkek, May 19, 2021 . / Kabar / . In Kyrgyzstan, the draft law "On Amendments to the Law "On Border Commissioners” is submitted for public discussion from May 19, 2021.
The draft is initiated by seven deputies of the Jogorku Kenesh.
According to the document, this bill is designed to promote the protection and defense of the state border of the Kyrgyz Republic, border control, prevention of infringement on the sovereignty and territorial integrity of the country and to give additional rights and guarantees to border guards.
The Law "On Border Commissioners" was adopted on March 3, 2015 in order to involve citizens residing in the border areas in the protection of the state border of the Kyrgyz Republic and ensuring its territorial integrity.
The bill proposes to consider expanding the rights of border commissioners, including giving them the right to receive education and military training according to a special plan, to use small arms.
Involvement of local residents, who know the geographical location and condition of areas, in the issues of state border protection is a requirement of the times and this is clearly confirmed by recent events.
The actions of neighboring Tajikistan on April 28-30, 2021, being an open aggressive act, resulted in deaths of 36 of Kyrgyzstanis and injuries of more than 200 citizens. Hundreds of residential buildings and other structures were destroyed and burned. Among them were social facilities: kindergartens, schools, medical stations, fire protection units, food stores, gas stations, as well as the Kyrgyz Republic's border outpost. As a consequence of this destruction, the republic suffered enormous losses.
The norms stipulated in the draft law provide guarantees to insure the life and health of border commissioners.
