Kyrgyzstan holds negotiations on pension export with two more countries

Bishkek, Oct. 01, 2018. /Kabar/. Kyrgyzstan is negotiating the export of pensions with Korea and Russia, Chairman of the Social Fund of the Kyrgyz Republic Meder Irsaliyev told on Monday during a press conference at the Kabar News Agency.

Once relevant intergovernmental agreements are signed and approved in the Parliament, citizens of Kyrgyzstan on return to their homeland will be able to receive pension savings, which were accrued during the time of work in one of the two states mentioned above.

At the same time, it is necessary that a citizen work in a foreign country on a legal basis and regularly deduct contributions to saving funds.

"From October 8 to 9, additional talks will be held in Moscow. They are now approaching the finish line. Once agreements are signed and ratified, pensions to Kyrgyz migrants will be accrued under those laws that operate in the host country of the citizen,” Irsaliyev added.

During the official visit of President Sooronbay Jeenbekov to Turkey in April of this year, the Social Security Agreement was signed between the governments of the two countries.

According to this document, citizens of the two republics have the opportunity to receive pensions and benefits on an equal footing, both in Kyrgyzstan and in Turkey. But at the same time, it applies to only insured persons who work on a legal basis.

At the same time, the pension will be assessed on a pro-rata basis, in accordance with the experience gained in each country. For example, if a Kyrgyz citizen has 5 years of experience in his homeland and 20 years in Turkey, then within 5 years he will receive pension payments from Kyrgyzstan, and for the remaining period - from the Turkish side.

The size of the pension, when it is received personally, can be reduced under this Agreement because of the costs of their delivery. This agreement does not apply to employees of security agencies and relevant bodies, as well as citizens who work illegally.

The agreement on social security between the governments of the Kyrgyz Republic and Turkey was signed on April 9 in Ankara following the results of bilateral talks between the presidents of the two countries. It will officially come into force with its ratification in the Parliament.
