Bishkek, July 13, 2022. /Kabar/. President of Kyrgyzstan Sadyr Zhaparov signed a Decree "On urgent measures for the introduction of 100% state monopoly on the production, storage and sale of ethyl alcohol," his press service said Tuesday.
Under the decree, in order to ensure effective state regulation of the production, import, storage and sale of ethyl alcohol, prevention of smuggling of ethyl alcohol and use for the production of counterfeit products, ensuring the completeness of the tax payments to the national budget, compliance with legislation in the state regulation of production and turnover of ethyl alcohol and alcoholic products, and protection of public health, it is decided:
1. To introduce on the territory of the Kyrgyz Republic from Sept. 1, 2022 100% state monopoly on the production, import, storage and sale of ethyl alcohol.
2. To give the Kara-Balta distillery state enterprise the exclusive right to the production, import of ethyl alcohol, sales of produced and imported ethyl alcohol in the Kyrgyz Republic.
3. To establish the State Agency for Control over Production and Turnover of Ethyl Alcohol, Alcoholic Products under the Cabinet of Ministers of Kyrgyzstan (State Agency for Control of Production and Turnover of Ethyl Alcohol, Alcoholic Products).
4. The Cabinet of Ministers of shall within a month:
- to approve the Regulations on the State Agency for Control over Production and Turnover of Ethyl Alcohol, Alcoholic Products under the Cabinet of Ministers;
- to submit to the Jogorku Kenesh a draft Law of "On State Monopoly on the Production, Import, Storage and Sales of Ethyl Alcohol";
- in the prescribed manner to solve organizational, financial and other issues arising from this Decree, as well as bring its earlier decisions into conformity with this Decree.
