Bishkek, March 27 / Kabar /. Kyrgyz President Almazbek Atambayev signed the Law of the Kyrgyz Republic "On joining the Kyrgyz Republic to the Marrakech Treaty on Facilitating the Access of Blind and Persons with Visual Impairments or Other Limited Abilities to Accept Printed Information for Published Works", the Kyrgyz President’s press service reports.
The purpose of the above-mentioned Treaty is to expand access to books, magazines and other printed materials for people with disabilities to perceive printed information worldwide.
The Marrakech Treaty is the first copyright treaty that clearly focuses on human rights. It serves as evidence that copyright systems are an important element in addressing the problem of increasing access for persons with disabilities to perceive printed information in books and other printed works.
The Treaty recognizes the important role of governmental and non-governmental organizations in providing access to materials in an alternative format for persons with disabilities to perceive printed information. In this connection, the Agreement allows these organizations to perform certain actions for rendering assistance to "beneficiaries", which in other cases are prohibited by the national law on copyright.
