Bishkek, Jan. 14, 2019. / Kabar /. The Parliamentary Committee on Agrarian Policy, Water Resources, Ecology and Regional Development approved the draft law “On introducing amendments to the Law of the Kyrgyz Republic “On imposing a moratorium on the transfer (transformation) of arable land to other categories of land and types of land” in the second reading.
The information on the bill was presented by Deputy Minister of Agriculture, Food Industry and Land Reclamation Zhanybek Kerimaliev.
According to the information, the draft law was developed in order to implement the Agreement between the governments of Kyrgyzstan and China on the provision of grant assistance for the construction and equipping of veterinary and phytosanitary laboratories with appropriate equipment.
It is noted that the site, located in the village of Ak-Zhol in Sokuluk region of Chui oblast meets the requirements of the construction of the laboratory. However, in accordance with the Law of the Kyrgyz Republic “On the introduction of a moratorium on the transfer (transformation) of arable land to other categories of land and types of land”, a moratorium has been introduced at this site. In this connection, given the importance of building veterinary and phytosanitary laboratories, the project proposes to make changes in paragraph 3 of part 2 of article 1 of the above Law of the Kyrgyz Republic.
