Bishkek, Jan.14, 2025. /Kabar/. The National Commission on State Language and Language Policy under the President of the Kyrgyz Republic submitted for public discussion a draft resolution of the Cabinet of Ministers on establishing requirements for state language proficiency.
Thus, the draft resolution provides for levels and terms of state language proficiency for state civil servants and municipal employees occupying the highest, main, senior and junior groups of administrative state and administrative municipal positions:
- from 2025 not below average level (B1), from 2027 not below above average level (B2).
In addition, for officials and employees of enterprises, institutions and organizations of state and municipal forms of ownership, not belonging to the category of the above-mentioned persons, including for pedagogical and scientific workers of educational organizations and medical workers of health care institutions, except for persons who are not citizens of the Kyrgyz Republic, the following terms and levels are established:
- from 2026 - not below average level (B1), from 2028 - not below above average level (B2).
Along with this, for representatives of ethnic minorities permanently residing in the Kyrgyz Republic, it is established that from 2026 they must have a command of the state language not lower than the basic level (A2), and from 2028 - not lower than the intermediate level (B1).
In addition, 2025 is considered as a transition period, and it is established that during this period, the absence of certificates of proficiency in the state language at the level required by this decree may not be the basis for recommending that employees be recognized as inappropriate for their position or as a basis for demoting them.
