Kyrgyzstan plans to rotate local authorities

Bishkek, Feb. 22, 2021 / Kabar /. The government of Kyrgyzstan plans to introduce principle of rotation of local authorities, Prime Minister of Kyrgyzstan Ulukbek Maripov said in his appeal to citizens.

Maripov also addd that the government is also considering the attestation (assessment) of local authorities (akims of regions and their deputies) on a systematic (periodic) basis, the press service of the government of the Kyrgyz Republic said.

The main goal of this work is: strengthening the unity of the people; eradication of the concept of "north-south" in public service; elimination of personnel tribalism, clannishness; exclusion of cases of obtaining positions in the civil service through contacts and acquaintances; preventing the emergence of conflicts of interest, especially in the event of disagreements between the local population and investors; elimination of systemic corruption schemes.

“In the coming days, certification will begin, during which equal conditions will be created for all participants. The process will be open and transparent to the public,” the Kyrgyz PM noted.

The certification commission will be formed in near future and it will include former heads of districts and regions with significant authority, veterans of state and municipal services.

“The practice of personnel rotation is used in the work of law enforcement agencies and gives its positive results for the formation of specialists not only at the regional, but also at the national level. This step will become one of the tools for building a strong pool of personnel in the country. Heads of regional state administrations and their deputies, who have successfully passed certification, will be considered as the main candidates for further career advancement,” Maripov said.

On Jan. 29, 2021, the President of the Kyrgyz Republic signed a Decree "On a new state personnel policy" aimed at creating conditions for a radical improvement in the system and practice of recruiting personnel for state and municipal positions.

The main instruction of the president is to radically change the system and practices of personnel selection.
