Kyrgyzstan plans to toughen penalties for smuggling

Bishkek, Jan. 17, 2022 . / Kabar /. The Ministry of Justice of Kyrgyzstan submits for public discussion the draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (the Criminal Code of the Kyrgyz Republic and the Contravention Code of the Kyrgyz Republic).

This draft law was prepared in order to strengthen the fight against illegal import and export of goods and vehicles outside checkpoints and other designated places of movement of goods, as well as to establish effective, proportionate and dissuasive sanctions for committing the above-mentioned unlawful acts.

The illegal movement of goods and vehicles across the Kyrgyz-Tajik section of the border is now becoming a massive negative phenomenon that poses a real threat to the economic interests of the state, and is taking increasingly organized forms.

In this regard, Chapter 39 of the Contravention Code of the Kyrgyz Republic was supplemented by the article Moving goods or vehicles across the customs border of the Eurasian Economic Union in the Kyrgyz Republic in addition to customs control, which provides for fines of 1000 calculation indexes (KGS 100 000) for individuals and 1500 calculation indexes (KGS 150 000) for legal entities.

In addition, fines have been increased for other methods of illegal movement of goods and vehicles (concealment, use of unreliable documents and means of identification, non-declaration and unreliable declaration).
