Sociologist, expert at the Center for Political Systems and Social Research, Yuri Obidin said that the census allows to find out the exact number of the population in the country, information about its composition and its living conditions. The main thing is that these results can be collected in a variety of tables, and from them it will be possible to judge the "quality of the population" not only of the whole country, but also different categories and regions. It makes it possible to assess the dynamics of changes in these indicators over the time elapsed since the previous census. This information serves as the basis for prospective calculations of the population and basic characteristics of the socio-economic situation in the country in the coming years.
Such information is necessary for economic forecasting, determining employment policies, creating other social programs, as well as for performing the functions of state authorities, providing information support to science and society as a whole.
“In other words, a census is not only a statistical result, but also a tool for economic and social forecasting. Finally, the census is a chronicle of the state. Its results are addressed not only to us, but also to those who will live after us,” said the expert.
This important paragraph in the history of Kyrgyzstan is now given great attention.
Thus, this week, President of the Kyrgyz Republic Sooronbay Jeenbekov received chairman of the National Statistics Committee of the Kyrgyz Republic Akylbek Sultanov.
The official presented the information on current activities, measures to improve the national statistical system and priority plans for the near future.
Akylbek Sultanov also spoke about preparations for the census in 2020 in the framework of the decision of the Council of CIS Heads of State “On conducting censuses of the 2020 round in the CIS member states”. In Kyrgyzstan, it will be conducted from March 23 to April 1, in remote areas from April 20 to 29.
The Chairman of the National Statistics Committee added that the census will be electronic by using a mobile application. The software product “Survey Solutions” developed by the World Bank will be used.
“Kyrgyzstan has embarked on the path of introducing digital technologies. The census, which takes place this spring, will be the first in history to use new technologies. They are designed to accurately capture data, reduce processing time, and speed up the process of directly collecting all the necessary information. With this technology, the loss of any data is practically reduced to zero. But training is important here. There is not much time left and it is worth making sure that the census, according to new standards, is handled by well-trained staff. Otherwise, this whole process can not only be delayed, but also may not bring the expected effectiveness,” the sociologist said.
It is worth noting that for testing purposes, paper and electronic censuses were piloted three times in the city of Tokmok and Chui, Issyk-Kul regions and in the city of Osh.
When conducting a pilot census, the main advantages of conducting it in electronic format were identified in practice - improving the quality of the data collected, a significant reduction in the processing time, and the ability to track the progress of the census in real time.
Akylbek Sultanov noted that for the entire period of preparing and conducting the collection of information, data processing and obtaining the results of the census of the population and housing of the country, about 25 thousand people will be attracted, who are provided with mobile and Internet communications. In general, over 500 census departments and about 4 thousand instructor sites will be created in Kyrgyzstan.
For his part, President Sooronbay Jeenbekov emphasized the need for a high-quality collection of information about the population and the processing of the data. He noted that the census will provide a real picture of the socio-economic situation of citizens of the country, to assess and identify gaps in the implementation of state policy in various areas.
The head of state noted that the use of advanced digital technologies in the collection of information should be coupled with ensuring maximum data security. He also stressed the awareness-raising among the population must be strengthened.

One of the main advantages of this method is to improve the quality of the data received, reduce the time for processing and, most importantly, the ability to quickly identify and eliminate errors. In addition, it became possible to prepare various forms of distribution of publications in electronic form with a large number of tables in Excel format, booklets characterizing its main results using infographics, as well as other forms of distribution.
The main thing that the head of the National Statistics Committee confirmed is that the agency fully took care of data security.
President Sooronbay Jeenbekov once again emphasized the need to ensure the complete transition of the collection and processing of statistical data into electronic format. He also pointed out the importance of strengthening work on the formation of relevant statistical data on the socio-economic situation of the country's regions.
The last census took place in 2009. This was the second national census held in independent Kyrgyzstan. That census became the eleventh census in the republic. Prior to this, censuses were conducted in 1897, 1920, 1926, 1937, 1939, 1959, 1970, 1979, 1989 and 1999. According to the 2009 census, the population of the country amounted to 5,362,793 residents (which is more than 540 thousand people (11.2%) more than in 1999. The urban population in 2009 amounted to 1,828,200 people (34.1% ), the rural population - 3,534,600 (65.9%). The total population of Kyrgyzstan was 6,389,500 as of January 1, 2019. Kyrgyzstan ranks 108th in the list of countries in terms of population. The average density is slightly over 32 people per km² (142nd place in the list of countries by population density).
The next census in Kyrgyzstan will be held in a new way, using digital technology. Let's hope that the first pancake will not be lumpy, and the work will be as effective as possible.
