Bishkek, Feb. 12, 2020 / Kabar /. The draft laws “On restricting the turnover of packages of polymer film in the Kyrgyz Republic” and “On introducing amendments to the Code of the Kyrgyz Republic on violations” are submitted for public discussion from Feb. 12.
The initiator is deputy of the Kyrgyz Parliament Marlen Mamataliev.
According to the document, the environmental damage from the impact on the health and environment of polymeric materials today has reached such a critical point when the absence of radical measures to combat the consequences of their harmful effects can be the beginning of the transformation and destruction of the ecosystem of the entire planet.
In Kyrgyzstan there are no restrictions for the production of plastic, there is only permission. Import is also not limited by anything, and today Kyrgyzstan imports about 250 tons of packages per month, or 3,000 tons per year. Due to the bulk, availability and low cost of polymer film bags, no other alternative packaging materials can compete with them. In addition, the low environmental awareness of the majority of the country's population gives rise to neglect of their environment and is not able to become an obstacle to the use of plastic bags in everyday life.
Disposable packaging bags made of polymeric materials are used for an average of 20 minutes, and then are accumulated and stored in contaminated form at landfills and spontaneous dumps of municipal solid waste almost forever. An impressive amount of garbage from plastic bags, bottles, packaging and disposable tableware is scattered in the territories of settlements, in parks, forests, mountains, rivers and lakes. Plastic trash is everywhere. Unlike paper packaging, which decomposes under natural conditions within 2-5 months, plastic has a very high resistance to decay and is almost not susceptible to environmental influences. Due to the economic disadvantage, these packages are not sorted and processed, which leads to environmental pollution and irreparable harm to public health.
There are 406 landfills in Kyrgyzstan, while only 107 are authorized. The total mass of garbage in landfills is 16.5 million tons, the volume of which is increasing annually by about half a million tons, taking up more and more land. Garbage dumps in the republic occupy more than 600 hectares of land, 506 of which are agricultural land.
A quarter of all waste is plastic waste.
Non-degradable plastic is often disposed of by burning, releasing into the environment persistent organic pollutants, such as dioxins and furans, which cause incurable diseases.
Obviously, none of the disposal methods used in the republic is safe for human health and the environment.
Given the irreparable harm caused by plastic waste, and first of all, to the person himself, as well as the need to take decisive measures in the fight for environmental safety and environmental protection, barriers for uncontrolled circulation of potentially dangerous disposable plastic bags should be created by the state today.
In this regard, it is proposed to introduce legislatively prohibitions and restrictions on the turnover of packages of polymer materials in the Kyrgyz Republic and establish liability measures for violation of such requirements.
It is proposed to impose fines for violation of statutory prohibitions and restrictions on the production and turnover of packages of polymer film in the Kyrgyz Republic.
