Creation conditions for distance education for people with disabilities proposed in Kyrgyzstan

Bishkek, Aug.26, 2019. /Kabar/. The Ministry of Education and Science submits for public discussion a draft resolution of the Government “On Amendments to Some Decisions of the Government of the Kyrgyz Republic in the Sphere of Higher and Secondary Vocational Education”.

The draft resolution is developed with the aim of expanding the opportunities for higher and secondary vocational education for persons with disabilities.

The Action Plan instructs to provide conditions for remote access of persons with disabilities to higher education.

In this connection, regulatory legal acts in the field of higher and secondary vocational education have been analyzed in order to identify norms that do not allow persons with disabilities to have equal access to higher and secondary vocational education.

It is proposed to include in the regulatory legal acts norms, obliging universities and colleges to create special conditions for education of persons with disabilities (use of special educational programs and methods of education, special textbooks, teaching aids and didactic materials, special technical means of education, provision of services of an assistant (helper) providing necessary technical assistance to students, group and individual correctional classes, provision of access).
