Taking into account the ongoing changes in global markets and the COVID-19 pandemic, new parameters of economic growth are being determined today, based on the transition to fast, less capital-intensive and innovative solutions.
In the National Development Strategy of Kyrgyzstan for 2018-2040. it was determined that through its economic policy, the state will support investment activity in the direction of creating new export-oriented and innovative sectors of the economy, which ensures the rapid growth of added value and exports.
In this regard, the Ministry of Economy of the Kyrgyz Republic, together with interested state bodies with the support of development partners, has begun work on the development of a Concept for the development of a creative economy.
The concept is intended to lay the regulatory, legal and economic foundations for the development and promotion of the innovative direction of economic policy - the creative industry.
According to unofficial data, now the share of the creative economy in the GDP of Kyrgyzstan already makes at least 7% and includes a number of economic areas such as advertising, architecture, art, interior design, fashion industry, film and video production, entertainment computer programs and games. , music, stage (theatrical) art, art design, fine arts, publishing, television, radio, etc.
In conditions of limited resources and taking into account the current situation, the issue of economic development based on the uniqueness of knowledge, innovations, information technologies, and representing a system of reproduction in which creativity and the socio-cultural aspect become accelerators of the growth of economic opportunities, becomes relevant.
By monetizing innovative ideas and developments that can scale in industrial volumes, the creative industries sector in Kyrgyzstan in the medium term will create high added value in the country's economy, rationalize investment, expand export opportunities and focus on economic activity with significant effect.
It is planned that the creative industry sector in the future will eliminate the vulnerability of the national economy from revenues from the mining sector and migrant remittances, and will also contribute to the revival of the cultural heritage of the country and its regions, and ensure the self-identification of the state in the context of globalization.
