Bishkek, Nov. 26, 2024. /Kabar/. Director of the National Center for the Prevention of Torture of Kyrgyzstan Bakytbek Kasymkulov took part in the IX expert forum on criminal justice for Central Asian states, which was held on November 20-21, 2024 in Astana, Kazakhstan.
The National Center reported that the forum is held every two years and is an international platform for discussing current issues of reform in the field of criminal law.
The event was attended by 50 participants from Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan and Mongolia, including judges, prosecutors, lawyers, representatives of civil society and international experts.
The forum comprehensively reviewed criminal justice reforms in Central Asian countries from 2021 to 2024 on strengthening the independence of the judiciary and the legal profession, access to justice, human rights during preliminary investigation, the effectiveness of pre-trial investigation, penitentiary reform and probation, as well as the digitalization of justice systems, including the ethical aspects of AI.
As part of the forum, Bakytbek Kasymkulov gave an overview report on improving the mechanism for compensation for harm caused to victims of torture and ill-treatment, as well as their rehabilitation in accordance with the recommendations of the updated Istanbul Protocol and UN treaty bodies.
