Bishkek, March 5, 2021. / Kabar /. A decision has been made to abolish the State Service for Combating Economic Crimes (SSCEC) under the Government of the Kyrgyz Republic (Financial Police). The corresponding decree was signed Friday by Prime Minister of Kyrgyzstan Ulukbek Maripov.
The press service of the Kyrgyz Government reported that the level of shadow economy is KGS 130 billion, or 23.6% of GDP, while independent experts say the share of shadow economy is from 24 to 43% of GDP, which indicates that the State Service for Combating Economic Crimes improperly performs its functions.
Besides, independent experts and representatives of the business community complain about the activities of the State Service in terms of corruption of this body, as well as its illegal interference in business activities.
According to the Law of the Kyrgyz Republic "On the authorized body in the sphere of combating economic crimes", in the interests of internal economic security, the Service, in addition to combating economic and corruption crimes, should predict, prevent and ensure internal economic security, as well as ensure the rights and interests of business entities.
However, objectively, the SSCEC currently performs only punitive functions, without taking measures to implement the above tasks.
On Nov. 25, 2005, by Decree of then President Kurmanbek Bakiyev, the Financial Police Service of the Kyrgyz Republic was established on the basis of the Financial Police Department under the Government of the Kyrgyz Republic.
