Kyrgyzstan to change National Development Strategy 2018-2040 due to constitutional reform and pandemic

In connection with the current constitutional reform, changes in the public administration system, as well as the coronavirus pandemic, there is a need to change the National Development Strategy of the Kyrgyz Republic for 2018-2040, approved in 2018, Chief of the President’s Office of Kyrgyzstan Suyunbek Kasmambetov told at the first meeting of the interdepartmental expert group to develop a program of medium-term priorities for the country's development for the period up to 2026.

The press service of the president said that an interdepartmental expert group was created to develop proposals for determining medium-term development priorities for the Kyrgyz Republic until 2026.

Bektur Zulpiev, deputy head of the President’s Office was appointed the head of the expert group, and Iskander Gaipkulov, head of the department for strategic development policy, economics and finance of the presidential administration, was appointed his deputy.

Suyunbek Kasmambetov noted two main tasks facing the expert group:

- firstly, the development of proposals for updating the medium-term development priorities of the Kyrgyz Republic until 2026, taking into account the crisis caused by the coronavirus pandemic, the ongoing reforms in constitutional and public administration;

- secondly, preparation of a package of basic and structural reforms in the economy in the medium term.

Kasmambetov noted that state policy for the coming years consists of two strategic tasks - urgent implementation of anti-crisis measures to restore the economy from the consequences of the pandemic, as well as accelerating economic growth through fundamental and systemic reforms.

The expert group was entrusted:

- to analyze the report for 2019 on the implementation of the National Development Strategy of the Kyrgyz Republic for 2018-2040, based on the results, to prepare recommendations for adjusting the Strategy - 2040;

- to prepare recommendations and proposals for updating the medium-term development priorities of the Kyrgyz Republic for the period up to 2026, taking into account the crisis phenomena caused by COVID-19, constitutional reform, and public administration reform;

- to prepare a package of major reforms for the medium term and structural reforms in the economy until 2026.

The expert group included representatives of the presidential administration, the Secretariat of the Security Council, ministries and departments of the country.
