Bishkek, Feb. 3, 2022 . / Kabar / . The Ministry of Internal Affairs of Kyrgyzstan submits for public discussion a draft decree of the Cabinet of Ministers "On amendments to some legislative acts of the Kyrgyz Republic in the field of road safety”.
This project proposes to prevent accidents and strengthen driving discipline, to strengthen the responsibility of drivers for gross violations of speed limits, violation of the rules of overtaking and maneuvering into the opposite traffic lane, as well as driving a vehicle in a drunken state. It is also proposed to amend some legislative acts in connection with the transfer of the functions of the ministries to the Ministry of Internal Affairs.
From 2017 to 2021, 32,369 cases of road accidents were officially registered in Kyrgyzstan, in which 4,006 people died and 49,639 were injured. There were 28,142 accidents caused by drivers, which is 86.9% of the total number of accidents. Almost 70% of those killed in accidents on the roads are people of the most active working age (25 - 40 years).
This draft law proposes to amend the part on toughening of responsibility of drivers for speeding, for violation of rules for overtaking or maneuvering into the oncoming traffic lane, for repeated offenses committed within a year - deprivation of special license for 6 months. It is also envisaged to increase the responsibility of the driver for leaving the scene of an accident.
In addition, the project proposes to strengthen liability for driving a vehicle by a driver in a state of intoxication, transfer of control of the vehicle to a person who is intoxicated or not having the right to drive a vehicle and liability for repeated offenses.
