Bishkek, June 15, 2021. / Kabar /. First Deputy Minister of Health and Social Development of Kyrgyzstan Aliza Soltonbekova spoke at a plenary session on institutions for strengthening the role of women in the SCO countries within the framework of the Third Women's Forum, the ministry's press service reported.
She noted that the Kyrgyz delegation supports the idea of the need to form an independent structural unit in the SCO structure for cooperation in promoting equality of rights and opportunities for men and women, expanding the state mandate of state structures dealing with the definition and implementation of gender policy in the SCO countries.
The deputy minister said that the Kyrgyz Republic submitted its proposals to the SCO action plan:
- Creation of a network of women parliamentarians of the SCO countries to exchange experience and best practices to improve the situation of women and girls, especially rural women and representatives of vulnerable groups, through the promotion of legislative measures in the Parliaments of each of the SCO member countries. Exchange of information on legislative initiatives and effective measures implemented in member countries of the Organization can become a catalyst for positive changes in the situation of women and vulnerable groups in all countries of the region.
- Creation of a network of women mediators and peacebuilders. Despite all efforts, the SCO countries cannot yet avoid all sorts of tensions and conflicts, including border conflicts. In these types of conflicts, civilians suffer, and women and children are the most vulnerable. In these conditions, in the spirit of the implementation of UN Security Council Resolution 1325, increasing the potential of women, their participation in peacebuilding and taking into account their views and interests in all reconstruction work will be an effective and timely measure.
- Creation of an association of women entrepreneurs of the SCO countries. Economic empowerment is today recognized as one of the most important tools for the advancement of women. However, women entrepreneurs, especially in rural areas, face a range of explicit and implicit barriers and obstacles to their business initiatives. The era of digitalization creates new tools for the implementation of creative and technological projects. Exchange of experience and best practices of women entrepreneurs and their associations could become a new area of interaction for women within the SCO.
In conclusion of her speech, Aliza Soltonbekova expressed hope that the initiatives put forward by the Kyrgyz delegation will find understanding and support among the Forum participants.
