Bishkek, Nov. 11, 2020 / Kabar /. Acting President of Kyrgyzstan Sadyr Zhaparov signed the Constitutional Law of the Kyrgyz Republic "On Amendments to the Constitutional Law of the Kyrgyz Republic On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh".
The law was adopted by the Parliament on Oct. 22, 2020.
This constitutional law was developed in order to create legal conditions for expanding the representation in parliament of political forces representing the interests of citizens by lowering the electoral threshold and electoral deposit for political parties.
The adopted Law provides for the following:
- the filing of applications from citizens about their intention to change the electoral address on the territory of the Kyrgyz Republic is eliminated (Form 2). Only voters residing and staying outside the Kyrgyz Republic are eligible to submit Form 2;
- the electoral deposit is returned to presidential candidates, political parties that have nominated lists of candidates for deputies of the Jogorku Kenesh, who received at least 1 % of the votes of voters who took part in the voting (previously there were at least 5%);
- the size of the electoral deposit for political parties that have nominated lists of candidates has been reduced from KGS 5 million to 1 million;
- the electoral threshold has been reduced from 7% to 3%.
The law comes into force on the day of its official publication.
