A priority for Government. The Government of Kyrgyzstan should prioritize the development of the regions through the establishment of processing enterprises and cooperatives, president of the Association of markets, enterprises and services Sergei Ponomarev told.
He said that for today the development of the regions is one of the priority directions and coincides with the goals of 2018 announcing the Year of Regional Development.
"It's not a secret that money is in Bishkek and Osh. Many of our citizens are forced to travel to Bishkek or abroad. Therefore, the establishment of a processing industry there is a priority. It is necessary to start giving out loans for one village and one culture in parallel. This motivates the creation of cooperatives. Such pilot projects should be in all regions," he said.
Ponomarev stressed that in the regions, processing and cooperation should become a priority for the government.
Regional consultation centers. Within the framework of the Regional Development Program, the Russian-Kyrgyz Development Fund (RKDF) plans to open regional consultation centers (RCCs) in Batken, Jalal-Abad, Issyk-Kul, Naryn and Talas oblasts. Entrepreneurs will be able to obtain information in the accredited RCCs about the services and products of the Fund. The advisory centers will assist entrepreneurs in preparing business plans, developing a feasibility study for the project, in researching the market and other related services in obtaining funding from the Fund.
Such actions will help to raise awareness among entrepreneurs about concessional financing of RKDF and, as a result, increase the flow of quality projects in the regions.
Public procurement. Kyrgyzstanis should have access to information on public procurement so that they can see where the taxpayer's money is spent. At the 2nd international conference "Effective Management of Public Procurement - 2018", regional manager for Central Asia of Crown Agents, Larisa Kokareva, said that their company is a consulting organization and works mainly in the field of public procurement reform. It is based in Bishkek, and operates in all countries of Central Asia.
"Kyrgyzstan faces the same problems that all countries of the former union do. To improve the system, it is necessary to conduct rapid reforms, since public procurement is an important component of spending the state budget. It is necessary to constantly change the legislation, constantly train and re-train specialists,” she said.
Restore the auto industry. Guarantee Fund JSC intends to implement a number of major projects in the Year of Development of the Regions of Kyrgyzstan. In particular, the Fund initiated the Draft Program "Creation of the Automotive Industry in the Kyrgyz Republic". The first practical steps have been taken to implement it. On May 17, presentation of the existing models of buses took place.
In addition to the automotive industry, in the Year of Regional Development, the JSC offers one more program - "Restoring Agricultural Machinery in the Kyrgyz Republic". At first, support is provided in the production of tractors of various models and attachments. The presentation of models of tractors was also held on May 17. Certificates were received for tractors for rural entrepreneurs from Alamudun, Kochkor and At-Bashy regions.
The third project of the Fund is "Creation and development of electric vehicles in the Kyrgyz Republic". It can be considered as a response to the requirements of environmental friendliness, technological adaptability of transport. The authors of the project believe that more there is transport on electric traction, the purer the air in our cities and towns will be. The first Kyrgyz electric vehicle will be presented on May 25, 2018.
Evaluating services. Within the framework of the Eurasian Economic Union and the liberalization of the services sector on property evaluation of the Ministry of Economy of the Kyrgyz Republic a draft Regulation has developed on the procedure for maintaining the register of subjects of the evaluation activity of the Kyrgyz Republic as a legal mechanism for mutual recognition of qualifications and allowing the personnel of the service provider to enter the market of the union’s member states.
The draft provides for the implementation of the register of subjects of the evaluation activity of the Kyrgyz Republic, which will allow domestic entrepreneurs to provide their property assessment services in the market of the member states of the EEU.
At present, the draft project is posted on the official website of the Government of the Kyrgyz Republic for public discussion.
