Tax violators. Since the beginning of 2018, the tax authorities of Kyrgyzstan have inspected 34 thousand 566 business entities.
According to the results of inspections, various violations of tax legislation were established in 12 thousand 775 business entities.

Among the violations are the lack of permits (6500), the delay of the term of the patent (1104), the absence of cash registers (696) or the use of a faulty cash register (98), failure to issue and non-issue of a check (2115), the absence or discrepancy of excise stamps (234 ), as well as other types of violations (2028).
Online patent. From October 1, 2018, the State Tax Service of the Kyrgyz Republic begins issuing a patent in electronic form through the website of the department throughout the country.

The new service, makes it possible to receive a patent at a distance that simplifies the process of obtaining a voluntary and compulsory patent, as well as a patent for an employee employed in the area of activity subject to mandatory patenting.
Currently, there are two ways to obtain an e-passport: through the website - www.salyk.kg and via an eID card (a new-type passport from 2017).
WTO benefits. After the nomination from Kyrgyzstan and the unanimous approval of WTO member countries, the organization’s headquarters approved Muktar Jumaliev, ex-ambassador of the Kyrgyz Republic to the USA as a permanent representative of the Kyrgyz Republic to the WTO, to include in the indicative list of governmental and non-governmental representatives of WTO member countries for further formation of a panel on the settlement of trade disputes.
According to the information of the Ministry of Economy of the Kyrgyz Republic, in case of any trade dispute between WTO member countries, Jumaliev can be included in the panel consisting of 3 to 5 members, the purpose of which is to study the legal aspects of the disputed issue between WTO members, preparation of conclusions and the adoption of the relevant draft decision on a trade dispute.
New privatization. More than 30 objects are included in the program of privatization of state property for 2018-2020.
Renat Tuleberdiev, the head of the State Property Management Fund, said that the program itself has been operating for two years. “The last program was for 2015-2017. Now the government apparatus is considering a new program for 2018-2020. Afterwards, the document will be sent to the Parliament,”he said.
Tuleberdiev noted that for the time being it was impossible to say which objects were included in the privatization program, since the document had not yet been approved.
KSE for business. An international conference "Integration of commodity and raw exchange market between Kyrgyzstan and Uzbekistan, ways of interaction, opportunities and prospects" took place in Cholpon-Ata. The event was organized by the Kyrgyz Stock Exchange (KSE).

The conference was attended by representatives of the State Financial Supervision Service of the Kyrgyz Republic, the Ministry of Agriculture of the Kyrgyz Republic, the Uzbek Republican Commodity Exchange, members of the board of directors of the KSE, brokerage companies and entrepreneurs.
Nazar Niyazov, President of KSE noted the importance of cooperation between the Stock Exchanges, aimed at strengthening and further progress of trade and economic relations between the two states.
RKDF and projects. The Russian-Kyrgyz Development Fund (RKDF) has financed 10 projects on the Bishkek Free Economic Zone in the amount of almost $ 4 million.
The Fund said that the financing is made through partner banks.

In particular, funds were directed to the purchase of equipment for the production of building materials (brick, sand block, paving stones, travertine, etc.), the production of other finished products, the production of clothing, soap, detergents, tea, etc.
In total, the Fund financed 1 thousand 451 projects for a total of almost $ 279 million.
More than 77% of the projects financed by the Fund are directed to the regions.
Against corruption. The State Property Management Fund of the Kyrgyz Republic will use the electronic trading platform.
Renat Tuleberdiyev, the head of the State Property Fund, said that this is being done in order to eradicate corruption.

“In addition, it will facilitate the passage of this procedure for citizens. In the year we have about 1 thousand contracts. Sometimes citizens have to come from the remote regions. It takes time, money. Through the electronic trading platform, one can conclude contracts anywhere in the country,” he said.
Tuleberdiev noted that in order to conclude a contract in an automated format, legal entities need to have a digital signature, individuals - a biometric passport and a reader.
“Starting from September 30, we have stopped accepting applications on paper,” he added.
Especially for doctors. Prime Minister of the Kyrgyz Republic Abylgaziyev signed a document on amending the Resolution of the Government of the Kyrgyz Republic “On Approval of the Regulation on remuneration of health workers of the Kyrgyz Republic”.

The government instructed the Ministry of Finance of the Kyrgyz Republic to allocate 157 million 500 thousand somsto raise the salary of medical workers.
Megacom’s fate. The State Property Management Fund of the Kyrgyz Republic wants Alfa Telecom (Megacom) continue to work as part of the Fund.
The Property Fund’s management asserts that the company “is the second in terms of profitability among state-owned companies after Manas Airport. We think that the company should develop,” he said.

Answering the question whether the company will be put up for sale, the head of the Fund Tuleberdiev answered that the privatization program for 2018-2020 not yet approved.
Is GDP growing? The ratio of external debt to GDP of Kyrgyzstan is 48.2%, Minister of Finance of the Kyrgyz Republic Adylbek Kasymaliev said at the Parliamnet.
According to his data, the ratio to domestic debt is 7.7% of GDP.
“For 2018, the national debt of the country in relation to the country's GDP is 56.4%. There are rates of decline,” he said.
Answering the question whether there is a need to continue taking loans, Kasymaliev answered that we can take with certain terms.

“We, unlike neighboring states, for example, with Tajikistan, do not take loans, where the grant is at least 35%. And we take loans for the development of infrastructure and the economy. But debt restrictions should be,” he said.
Critical year. The peak of public debt payments will be in 2027, the amount will be $ 400 million.
Minister of Finance of the Kyrgyz Republic Adylbek Kasymaliev said that 13.81 billion soms are intended in 2018 budget for the payment of state debt, which is about $ 190 million.

“The peak will be in 2027, the amount of the payment will be $ 400 million. Then the amount will decline,” he added.
The fate of Rosinbank. The National Bank of the Kyrgyz Republic commented on the situation with Rosinbank.
According to the press service of the National Bank of the country, during 2018 Rosinbank experienced liquidity problems, which were caused by early outflow of deposits as a result of negative information in the media about former employees of Rosinbank and additional tax assessment requirements. In this regard, the National Bank of the Kyrgyz Republic, in accordance with the legislation of the Kyrgyz Republic, provided Rosinbank OJSC with loans to maintain liquidity.

In addition, as part of the oversight measures, in June 2018, the National Bank of the Kyrgyz Republic introduced a special regime of Direct Banking Supervision in order to ensure the safety of assets and control operations.
At the request of the National Bank, the management and shareholders of Rosinbank OJSC were provided with a Financial Recovery Plan, which suggested alignment of financial and economic indicators, consolidation of shares and increase in bank capital.
Taking into account that the shareholders of Rosinbank OJSC did not fulfill the Financial Recovery Plan, the National Bank of the Kyrgyz Republic took measures to re-register the shares of Rosinbank OJSC. Thus, today the National Bank has become the owner of 71.66% of the shares of Rosinbank OJSC.
At present, the National Bank plans to conduct a number of measures to improve the activities of Rosinbank OJSC, including the revision of the management structure and increase in the authorized capital of Rosinbank OJSC.
