Bishkek, June 9, 2020. /Kabar/. Bishkek's Pervomaysky District Court held on June 9, 2020 a regular hearing on the case of the reconstruction of the Historical Museum in Bishkek and the racetrack in Cholpon-Ata town (Issyk-Kul Oblast).
After leaving the consulting room, a judge read out the sentence.
Thus, the court found former Prime Minister of Kyrgyzstan Sapar Isakov guilty under Article 319 Part 2 of the Criminal Code of the Kyrgyz Republic, and sentenced him to 18 years imprisonment. The court also ordered to charge him with KGS 247 million 650 thousand as compensation for damages.
Second defendant in this criminal case, former Chief of Civil Development, Religious and Ethnic Policy Department of President’s Office Mira Karybayeva was found guilty under Article 320 Part 1 of the Criminal Code of the Kyrgyz Republic and fined KGS 260 thousand.
Earlier, the Sverdlovsk District Court sentenced the former prime minister, of the then Head of the Foreign Policy Department of the President’s Office Sapar Isakov to 15 years of imprisonment in a strict regime colony, with deprivation of diplomatic rank of Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic and all state awards, and the right to hold public office for three years in the case of corruption in the modernization of the thermal power plant in Bishkek.
On Dec. 31, 2018, the Main Investigation Department of Kyrgyzstan’s State Committee for National Security (SCNS) indicted Isakov and Karybayeva under Article 303 Part 2 of the Criminal Code of the Kyrgyz Republic (corruption, resulting in grave consequences) in the case of reconstruction of the State Historical Museum.
It was established that in 2016 the Government of Kyrgyzstan and the Turkish Cooperation and Coordination Agency (TIKA) under the Office of Prime Minister of Turkey signed a protocol on the complete reconstruction of Kyrgyzstan’s State Historical Museum, including the creation of a new museum exhibition.
According to the agreement, the Turkish side was to provide $15 million over three years in grant funds. However, due to unjustified interference in the reconstruction of the museum by former Chief of the Kyrgyz President’s Office Isakov and other officials and their demand for the completion of work by Aug. 31, 2017, the Turkish side refused to carry out further work.
As a result, the reconstruction had to be carried out by attracting additional funds from the national budget in the amount of KGS 1 billion 520 million 309 thousand 404.
The SCNC Main Investigation Department indicted former PM Sapar Isakov under Article 303 Part 2 of the Criminal Code of the Kyrgyz Republic (corruption resulting in grave consequences).
The total damage caused to the state made KGS 247 million , KGS 101.6 million on the museum and KGS 145.9 million on the racetrack.
