Kyrgyzstan’s goals achieved in digitalization of health system

Bishkek, Feb.25, 2020. /Kabar/. The Ministry of Health of Kyrgyzstan has developed and approved Standard requirements for electronic health passport and electronic medical card, Director of the Electronic Healthcare Center (EHC) of the Health Ministry Baktyyar Stanbekov told reporters.

Stanbekov noted 14 activities will be implemented in 2020, 8 tasks by the end of 2021.

"In order to locate the Unified System of Data Warehouse on the basis of EHC, the repair of the server room and installation of the necessary hardware and software complex for protection of information systems, server and engineering equipment that meet international requirements for data processing centers was carried out.

Also, in order to strengthen the material and technical base of health organizations providing primary health care (PHC) services, 797 computers, 61 laptops and 516 printers were purchased and transferred, but according to preliminary analysis, 5,280 sets of computer equipment are still needed. So far, the computer equipment supply is only 64%," Stanbekov said.

He noted in 2019, EHC developed and implemented automated information systems in health care organizations providing primary health care.

"Online doctor’s appointment" electronic service has been introduced in all primary health care organizations, which will improve patient feedback and provide patients with opportunities to make an appointment at any convenient time through the http://registratura.med.kg. electronic service.

However, there are also problems, such as lack of computer equipment and lack of public awareness of the e-service. The total number of patients registered for an appointment in the republic is 309,951, of which 52,804 are registered via the Internet," Stanbekov informed.

He added the "Outpatient list of attendance” software has been developed and training and implementation of software has been carried out in all health care organizations providing PHC in order to make incentive payments to family doctors (general practitioners) based on the achieved results.

"Also, 12 health information systems are currently connected to the Tunduk system of interagency interaction, and the exchange is being carried with other stat bodies,” he concluded.
