Bishkek, March 29, 2021 . / Kabar / . First Deputy Prime Minister of Kyrgyzstan Artem Novikov held a retreat with representatives of pharmaceutical companies and domestic manufacturers of medicines and medical devices, the press service of the Kyrgyz Government said on Monday.
Representatives of pharmaceutical companies voiced questions concerning state regulation of drug prices, problems with delayed payment for supplied drugs by health-care organizations, problems with registration and re-registration of drugs, readiness of the domestic drug market for EAEU (Eurasian Economic Union) requirements, and expressed their concerns about the introduction of VAT, which may lead to an increase in illegal importation of drugs and their rise in price.
"Obviously, not everyone in the pharmaceutical market works by the rules. There are certain suppliers who try to work according to shadow schemes, squeezing out the maximum profit.
Many manufacturers are not interested in registering drugs in Kyrgyzstan due to the small size of the market, which affects the price of drugs. We must simplify the requirements for registration and re-registration of medicines as much as possible, as well as create an opportunity for the recognition of medicines circulating in Europe, Russia and some other countries. At the same time we need to strengthen oversight over the quality of pharmaceuticals on the market and introduce a mechanism of state regulation of prices for essential drugs,” said Artem Novikov.
Representatives of pharmaceutical companies generally supported the idea of state regulation of drug prices.
"This practice is used in many countries around the world. However, in our country the mechanism of state regulation should be introduced gradually. We have a small market and it is not ready for the full introduction of state regulation. We are ready to discuss this issue,” representatives of pharmaceutical companies noted.
They also touched upon the problems of importation of diagnostic reagents, medical gloves, computer tomographs, interaction with the customs service, registration of medicines and medical products according to the EAEU rules, activities of prescription and production departments at pharmacies.
First Deputy Prime Minister Artem Novikov instructed to finalize within two weeks and amend the draft regulations on the importation of medicines, to reduce the time for registration and re-registration of foreign and domestic drugs, to develop criteria for grading changes in the registration dossier.
In addition, the Ministry of Health and Social Development was instructed to optimize the activities of the Drug Supply Department and accelerate the process of digitalization in it, to form a schedule of monthly demand for drugs against coronavirus infection to prevent the formation of shortages of drugs in pharmacies, as well as to prepare an action plan to translate the work of the domestic pharmaceutical market on the principle of the EAEU.
