Kyrgyzstan’s security forces adopt protocol to stabilize situation in country

Bishkek, Oct. 8, 2020 /Kabar/. A meeting chaired by Acting Secretary of the Kyrgyz Security Council, coordinator of power structures Omurbek Suvanaliyev took place Oct. 6 in the hall of Kyrgyzstan’s State Committee for National Security (SCNS), the press service of the SCNS said.

This event was attended by the Secretariat of the Security Council and heads of the SCNS, the State Committee for Defense Affairs, the General Staff, the Internal Ministry, the State Border Service, the State Service for Punishment Execution, the State Service for Combating Economic Crimes, the State Financial Intelligence Service, and the country’s Emergencies Ministry.

The meeting discussed the issues of stabilizing the socio-political situation in the country and the urgent need to consolidate the activities of special services, law enforcement agencies and the Armed Forces to protect individuals, society and the state, as well as timely response to existing challenges and threats to the Kyrgyz Republic and return the system of state administration to the legal direction.

Having heard Suvanaliyev's information about the situation in the Kyrgyz Republic, the participants adopted the Protocol "On measures to ensure security and law enforcement in the Kyrgyz Republic in connection with the events of Oct. 5, 2020".

This Protocol consists of 12 points that outline the main priorities in security and rule of law.

In particular, the document states that all power structures of the Kyrgyz Republic should show consciousness and unite for the sake of ensuring stability in the country, as well as:

- to ensure the safety of life and health of personnel, as well as weapons, ammunition, military, special and other equipment and property;

- to ensure clear and comprehensive interaction at all levels, including through the involvement of voluntary people's groups;

- to prevent a worsening of the criminal situation in the country, as well as to firmly curb attempts to influence the various political forces in the republic, and to destabilize and demoralize the state authorities;

- to take under enhanced protection strategic and other important objects, as well as to ensure the protection of public and private property objects;

- to strengthen security at the most vulnerable parts of the border to prevent any attempts to cross it illegally outside the border crossing points;

In accordance with the procedure established by law, law enforcement agencies should close the exit of citizens, including officials involved in the commission of illegal actions.

The Ministry of Internal Affairs of the Kyrgyz Republic should take the coordinating role in maintaining public order.
