Over the past three years, the social block of Kyrgyzstan has made a great leap, head of the Kyrgyz Society for the Blind and Deaf Kanat Zhaparov told journalists at the ceremony of handing over information materials on the upcoming elections of local councils prepared in Braille.
“People who cannot see, hear or travel in wheelchairs need other means. Blind people cognize this world through their fingers, a person with hearing disabilities through a sign language interpreter, and wheelchair users judge the accessibility of any places through infrastructure,” he noted.
The head of the Federation of Blind added that over the past three years Kyrgyzstan has made a great leap in this direction.
“For persons with disabilities, the support and attention that is now provided by the state is very important. You have now witnessed how we have received materials for the upcoming elections of deputies to local councils in Braille. Over the past three years we see very good work in this direction from the state, and we are very grateful,” said Zhaparov.
In Kyrgyzstan, elections of deputies of local councils will be held on Nov. 17. These elections will take place with some new rules:
The threshold for electing deputies to local councils is reduced from 7% to 5%;
The term of office of a kenesh (LSG body) is increased from 4 to 5 years;
Elections will still be held by proportional system (by party lists) and without preferential method.
Party lists will include a number of candidates equal to the number of mandates in the kenesh. For example, party lists taking part in voting in Bishkek should have no more than 45 candidates.
Every third deputy on a party list must still be a woman, and a woman deputy replaces a woman deputy who has dropped out.
