Bishkek, Feb.25, 2020./Kabar/. The Committee for Transport, Communications, Architecture and Construction of the Jogorku Kenesh (Kyrgyz Parliament) considered the draft law "On Electronic Governance".
The document was initiated by the Government of the Kyrgyz Republic at the first reading.
According to the Government’s press service, Chairman of the State Committee for Information Technologies and Communications Dastan Dogoyev said the purpose and objective of the draft law is alignment to the codes of the Kyrgyz Republic, adopted as part of the ongoing judicial and legal reform in Kyrgyzstan.
"Amendments are proposed to counter terrorism, war propaganda, incitement of hatred and enmity, dissemination of confidential information about private life, etc.", the report says.
During the discussion, MP Ulugbek Ormonov pointed to the increasing use of the internet to incite hatred and enmity. He also urged law enforcement agencies to strengthen preventive work in this direction.
In turn, a representative of the State Committee for National Security explained on materials revealed by the Committee in 2019, October District Court of Bishkek rendered 15 judgment on the blocking of 20 websites, 98 accounts in social networks and 26 groups in mobile messengers for the dissemination of information of terrorist and extremist nature.
"We have recorded 33 cases of dissemination of information of interethnic, inter-regional and inter-faith character, 14 of which have been conducted preventive talks, and the rest are undergoing appropriate measures," he said.
After discussion, the Committee members approved the bill at its first reading.
