Leaders of CIS countries to adopt 18 documents at summit in Dushanbe. Jeenbekov and Putin to hold negotiations

Bishkek, Sept. 26, 2018. /Kabar/. The interstate program of joint measures to combat crime for 2019-2023, as well as an agreement on cooperation of the CIS countries in combatting crimes in the field of information technologies are expected to be adopted at the CIS summit in Dushanbe on September 27-28, Aide to the President of the Russia Yuri Ushakov told journalists.

"President of the Russian Federation Vladimir Putin will arrive in Dushanbe on the evening of September 27, the program will begin with an informal dinner, when the presidents in a non-working environment communicate with each other and discuss various problems, including those of rather sensitive nature," Ushakov said.

He said that the presidents of Azerbaijan, Belarus, Kyrgyzstan, Kazakhstan, Moldova, Uzbekistan, the Prime Minister of Armenia confirmed the participation in the CIS summit to be held in Dushanbe on September 28. Turkmenistan will be represented by the Vice Prime Minister.

"In total, 18 documents are planned to be adopted," Ushakov said. In particular, in addition to the program and agreement on combatting crime, a statement of the country leaders on the 70th anniversary of the adoption of the Universal Declaration of Human Rights of December 10, 1948, should be adopted. The summit participants will consider the issue of cooperation in the field of research and use of outer space for peaceful purposes. The Federation Council Valentina Matvienko is expected to present on the topic.

The program of the summit includes discussion of preparation for the 75th anniversary of the victory in the Great Patriotic War to be held in 2020.

Ushakov said that Putin's meetings with the presidents of Tajikistan and Kyrgyzstan Emomali Rahmon and Sooronbay Jeenbekov will also take place on the sidelines of the summit.

"It is also possible there will be small meetings ‘on feet’. We ourselves envisage such a meeting on September 27 during a dinner with the President of Moldova,” Ushakov said.

He noted that it is planned to take a decision at the summit on the passage of the chairmanship in the CIS in 2019 from Tajikistan to Turkmenistan.

Meeting of Putin and Rahmon

Ushakov noted that the Russian and Tajik leaders will discuss the expansion of cooperation between the two countries at the meeting.

"It is planned that during the talks the leaders will exchange views on the most pressing regional problems, Russia and Tajikistan hold agreed positions within integration associations and international organizations," Ushakov said.

He noted that the volume of accumulated Russian investments in Tajikistan is $1.6 billion. Russia holds the second place in regard to this indicator, the first place is held by China with the volume of accumulated investments of $2.2 billion.

"Cooperation in the field of energy is developing. Sangtuda HPP-1 is operating, providing 12% of the total electricity generated in Tajikistan. Gazprom's subsidiary manages a network of 31 gas stations and three oil depots,” Ushakov said.

Negotiations between Putin and Jeenbekov

The Aide to the Russian President specified that issues of economic interaction will be discussed at the upcoming meeting between Putin and Jeenbekov on September 28.

"A meeting will take place between President Putin and Kyrgyz President Sooronbay Jeenbekov in Dushanbe, on September 28, on the margins of the meeting of leaders of CIS states. It is expected that economic cooperation will be among the main topics of the meeting," Ushakov said.

He noted that Russia is helping to adapt the economy of Kyrgyzstan to the conditions and requirements of the Eurasian Economic Union. In particular, a lot of work has been done to modernize the customs infrastructure and equip the Kyrgyz section of the external border of the EAEU. A total of 14 checkpoints and 15 laboratories should be built, reconstructed and equipped with the necessary equipment. Ushakov recalled that leading Russian companies, which invested significant funds in the development of the country's economy, including Gazprom Neft, Rosneft, Rosatom, and Russian platinum, are active in Kyrgyzstan.

Ushakov said that energy is one of the key areas of cooperation. In particular, Gazprom participates in the implementation of the general scheme of gas supply and gasification in Kyrgyzstan for the period until 2030. The volume of investments by Gazprom will be 100 billion rubles. At the same time, as Ushakov said, the company has already invested 35 billion rubles in 2015-2017.

Ushakov told that during the upcoming meeting of the presidents of the two countries, issues of cooperation in the political, military-technical and cultural-humanitarian spheres will also be discussed.
