Bishkek, Mar. 27, 2019. /Kabar/. On March 26-27, 2019, the Central Election Commission of Georgia is holding the 9th Annual Meeting of Election Management Bodies on “Electoral Integrity: Cybersecurity and Reliability of Information in the Digital Era” in Batumi.
The Central Election Commission (CEC) of the Kyrgyz Republic reported that heads of election management bodies, scientists and experts from all over the world are taking part in the conference to discuss issues related to election integrity and the process of disseminating reliable information.
From the Kyrgyz Republic, Deputy Chairman of the CEC Eshimov and member of the CEC Osmonaliev are taking part in the conference.
In the framework of the main topic of the conference the following questions will be considered:
- “International Prospects of Technological Threat to Elections” – Dr. Beata Martin-Rozumiłowicz, Regional Director for Europe and Eurasia, International Foundation for Electoral Systems (IFES);
- “Ensuring the Security and Reliability of Internet Voting – Estonia as Example” – Mr. Tit Raidma, member of the Estonian National Electoral Committee;
- “Inter-Agency Cooperation on Cyber Security in Elections” – Mr. Peter Wolf, Technical Services Manager for the Electoral Processes, International IDEA;
- “System for Collecting and Processing Data, Ensuring the Security of Elections in the Czech Republic” - Ms. Eva Krumpová, First Vice-President of the Czech Statistical Office;
The conference is held in the year of the 100th anniversary of the formation of the Central Election Commission of Georgia, in connection with which Deputy Chairman of the CEC of Kyrgyzstan Eshimov, on behalf of the Central Commission for Elections and Referenda of the Kyrgyz Republic, congratulated colleagues on the anniversary and wished the large professional team success in further improving the electoral system achieving the goals for the development and prosperity of the people of Georgia.
Member of the CEC of the Kyrgyz Republic Osmonaliev will deliver a presentation on “Organization of Cybersecurity of the CEC Information Systems of the Kyrgyz Republic”, in which he will talk about a new electoral model involving technologies applied in the Kyrgyz Republic. The electoral model includes a system of automatic counting of votes and a set of data, the identification of voters through biometric data, and software and hardware measures to ensure information security. The information security policy of the CEC of Kyrgyzstan reflects the main directions, goals, tasks and the most important principles of the CEC activities in the field of protection of the available information resources through the use of software and hardware protection tools.
In the era of digital achievement, there are many risks that can undermine the process of distributing reliable information from primary sources in the election management process. Deliberate misinformation as well as cyber attack can significantly undermine public confidence in the election management bodies, the election results and the entire electoral process. Ensuring appropriate cybersecurity, which will guarantee the safety of the means used to deliver reliable information to the public, is important for each election administration and one of the main topics of discussion for election experts. Securing the process, using the media and social networks to eliminate and prevent misinformation is an important issue for further discussion.
