Militia officers in Kyrgyzstan receive handbooks for investigation of gender crimes, including ala-kachuu

Bishkek, Nov. 13, 2018. /Kabar/. A round table on “Cooperation of the Ministry of Internal Affairs of the Kyrgyz Republic with Civil Society Organizations in the field of Prevention of Violence against Women and Girls: Results and Recommendations” is being held in Bishkek.

In order to prevent gender and domestic violence, handbooks have been prepared for the practical implementation and training of internal affairs bodies personnel.

In response to the public request, in order to ensure the principles of respect, preventing discrimination and secondary victimization of those affected, the Ministry of Internal Affairs jointly with the Center for the Study of Democratic Processes, Women Support Center with the support of the United Nations Population Fund, the British Embassy in the Kyrgyz Republic, the United Nations Development Program in the Kyrgyz Republic has developed and introduces into practice a handbook on the effective investigation of gender crimes committed against women and minors.

The practical handbook is intended for employees of the investigative service of the internal affairs agencies of the Kyrgyz Republic who are engaged in investigating crimes against sexual integrity and sexual freedom, family and minors, as well as crimes involving forced marriages and marriages with minors.

The handbook contributes to the practical implementation of the new criminal legislation of the Kyrgyz Republic, which comes into force on January 1, 2019.

This handbook is unique because for the first time attention is paid to international standards for the interaction of investigators with women and minors who are victims of gender-related crimes. The uniqueness is also expressed in the presence of separate sections on the conduct of forensic, biological and forensic psychological examinations in the investigation of sexual crimes. The special value of the handbook is in the list of possible questions that can be put before the experts by the investigator when appointing forensic and psychological examinations. The handbook has attached morphological features of mechanical damage, inflicted in the commission of such crimes, which will be useful in practical work.

Saparbek Asanaliev, head of the Public Security Service of the Ministry of Internal Affairs of the Kyrgyz Republic, presented medals to individual representatives of the civil society.
