Bishkek, Mar. 5, 2019. /Kabar/. The Ministry of Justice plans to create a special portal to publish there all the draft laws submitted for public discussion, Minister of Justice of the Kyrgyz Republic Marat Dzhamankulov told at a press conference at the Kabar News Agency.
He said that at this time, regulatory act are posted on the government’s website and, in fact, the public discussion procedure is formal and ineffective. “This is due to the fact that the process of public discussion of draft laws for the civil society remains invisible. In addition, the existing public discussion system does not provide for “feedback” of the civil society, i.e. it does not allow citizens to place their suggestions and comments on the website itself on the draft law under discussion and receive a comment from the developer on whether a comment or a proposal was taken into account or rejected,” Dzhamankulov said.
He said that the funds in the budget of the Ministry for the creation of this portal are not provided. “But now there are active negotiations with international donors. Interest was shown by the project “Strengthening the Rule of Law of the European Union” and USAID. Work is underway to attract IT specialists and to raise funds for the purchase of equipment and server,” the head of the Ministry of Justice said.
