Bishkek, Dec. 4, 2020. /Kabar/. According to the draft of the new Constitution, President will be the head of the executive branch and will bear personal responsibility, Head of the Public Authorities section of the Constitutional Counsel Bolot Toktobaev said at a press conference on Friday.
"We will have a presidential form of government and accordingly, president will manage the executive power. That is, the president will be the head of the executive branch, but there will also be chairman of the government, which includes all ministries and agencies. As it is known, the government is a collegial body. However, president will be responsible for the executive power. We have written into the Constitution the personal responsibility of President," Toktobayev said.
He noted the main law of the country is not changing, but a completely new Constitution is being written as an alternative to the current one.
"Yes, there are many drawbacks in the present Constitution. This is the reason why we have come to elaboration the draft of the new Constitution," Chairman of the Constitutional Councel Bekbosun Borubashev said.
A draft of new amendments to the Constitution of the Kyrgyz Republic was presented for public discussion. The referendum was proposed to be held on Jan. 10, the day of early presidential elections. After the publication of the proposed amendments to the Basic Law, a Constitutional Counsel began its work.
