New draft constitution to be submitted to Parliament: Constitutional Counsel

Bishkek, Jan. 25, 2021. /Kabar/. The Constitutional Counsel (CC) is completing work on finalizing the draft of the new Constitution, Nurlan Sheripov, a member of the Counsel told Kabar Agency.

According to him, the final sectional and plenary sessions will be held this week, after which the draft of the new Basic Law will be submitted to the Jogorku Kenesh.

"We have reviewed the articles in the draft several times. We have improved it, conducted legal and linguistic analysis," he said.

Sheripov added that after the final meeting, the draft of the new Constitution will be submitted to the Jogorku Kenesh.

On Nov. 17, 2020, a group of Kyrgyz MPs submitted for public discussion a draft law on calling a referendum on the draft of a new version of the Constitution of the Kyrgyz Republic. The new Constitution differs significantly from the current one adopted in 2010 (as amended in 2016).

In particular, it implies changing a form government .

On Jan. 10, 2021 citizens of Kyrgyzstan, along with early presidential elections, were proposed to choose the form of government – presidential or parliamentary.

The Central Election Commission of the republic recognized the referendum on the form of government as valid. Thus, according to the final data of the CEC, the majority of citizens voted in favour of presidential form of government - 81.49%.
