Conflict between migrants and locals in Bishkek. Minister of labor of Kyrgyzstan answers questions about foreigners

A conflict broke out between foreign and Kyrgyz citizens on Saturday night in Bishkek and several citizens were injured. As a result, Kyrgyz citizens demand foreign citizens to leave the country. In this regard, Kabar News Agency interviewed Minister of Labor, Social Security and Migration Gulnara Baatyrova.

- Due to the conflict between foreign citizens and local youth, opinions are being expressed demanding the foreigners to leave their jobs and leave the country. The Ministry of Labor, Social Security and Migration deals with work quotas for migrants, how many citizens from India, Bangladesh and Pakistan have received work permits?

— The Ministry of Labor is involved in providing people with jobs, as well as giving quotas to foreigners who come to work from other countries. Last year there were more than 20,000 vacancies, and by May 2024 there is 6,538 vacancies.

Last year, with the help of state TV channels, we told what vacancies were available, what professions were needed, and invited everyone. Unfortunately, our citizens do not often seek to work in menial jobs. There is still a shortage of workers in sewing workshops and construction sphere. In addition, our citizens often do not work stably. Our citizens often do not work permanently. For example, after working in sewing shops, they learn and leave to open their own production. There is no objection to that, most of them don't come to work on time, they miss 2-3 days after receiving their salary. They often ask for time off for weddings and even for birthdays.

The business owners need stable production. Many entrepreneurs go bankrupt because of those who do not work permanently and leave after receiving their money. In this regard, we are forced to provide quotas to foreign citizens for heavy work.

- How many foreign citizens have received permission to work in Kyrgyzstan and how do they feel about their work?

- In total, the corresponding work permits were issued to 5 thousand 322 foreign workers. In addition, according to data of the Ministry of Foreign Affairs of the Kyrgyz Republic, since the beginning of 2024, 369 students from Bangladesh, 6,223 from Pakistan, 5,376 from India have been studying in Kyrgyzstan. Private business owners say foreigners come to work on time, sometimes they work overtime. Most of our citizens went to work to Russia and other neighboring countries and received permanent residence there. Our offers to return and work in Kyrgyzstan always remain unanswered. There is a lot of work in Kyrgyzstan, as I have already said, there are 6,538 vacancies, but there are workers.

Now more than a million of our citizens work abroad. Where there are people, there will be problems, conflicts, disagreements, disputes. Therefore, let's treat the incident of the night with patience. Our citizens abroad also face conflicts. We must avoid negative attitudes towards foreigners, remembering that our citizens are also in labor migration in foreign countries.

- Those gathered demanded the foreigners to leave the country. What do you think about it?

-Among those gathered there were provocateurs who tried to cause clashes and unrest. There were also people who from afar, via the Internet, added fuel to the fire and incited interethnic hatred with their messages. The relevant authorities are identifying them.

We do not have enough labor force, and if we expel them, it will negatively affect the owners of small and large enterprises who pay taxes to the state. The production will be ceased. This will seriously damage the country's economy.
