Observer from IPA CIS: Parliamentary elections are transparent and without serious violations

Coordinator of the group of international observers from the Interparliamentary Assembly (IPA) of the CIS, Chairman of the Senate Committee on Defense and Security Issues of the Oliy Majlis of Uzbekistan Kutbidin Burkhanov spoke about the voting process in Kyrgyzstan’s parliamentary elections.

He said that preparations for the election of experts from the CIS Interparliamentary Assembly began in early November this year.

“Since the beginning of this month, we have come to Kyrgyzstan to fully familiarize ourselves with the preparations for the elections to the Jogorku Kenesh. A total of 78 experts arrived. During this time, we held meetings with many leaders of political parties, as well as individual nominees in single-mandate constituencies. We had important negotiations and consultations. I was glad that the political forces are interested in the elections being held transparently. All of them express a deep intention to serve the people,” he said.

Concerning the ongoing electoral process, Burkhanov noted that experts from the inter-parliamentary assembly are at many polling stations and conduct objective observation.

“I would like to note that the preparation for the elections and the organization of polling stations were at a high level. This morning, when the polling stations opened, there were minor technical difficulties at individual polling stations, which were eliminated. So far we have not noticed any political interference in the electoral process. Everything is transparent and open. After the end of the elections, we will forward all our recommendations identified during the observation to the CEC,” he concluded.

The parliamentary elections are being held in Kyrgyzstan by using a mixed electoral system. 54 deputies are to be elected according to the proportional system in single electoral constituencies, while 36 deputies are to be elected from single-mandate constituencies on a majority basis. In total 90 deputies will be elected instead of 120.
