Bishkek, Feb.9, 2018 / Kabar /. Kyrgyz Ombudsman Kubatbek Otorbaev made a statement at a press conference entitled "Zero tolerance for torture - uniting the efforts of the state and society" held on THursday in Bishkek, that without completed reforms in law enforcement agencies and the judicial system, it is impossible to eradicate the problem of torture.
"The Government of Kyrgyzstan is doing a lot of work, the authorities understand the problem, but we need to complete till the end the reform in the field of law enforcement and the judiciary. Without this, it is impossible to eradicate torture. There are certain shortcomings in the legislation, we offer our recommendations. Despite the received appeals, there are few criminal cases initiated, and very few facts when criminals are punished," the Ombudsman said.
Besides, it became known at the conference that during the period of 2017, the National Center for Prevention of Torture received 217 appeals.
"Out of all the appeals, 104 have been subjected to torture, 25 to ill-treatment, and others. Out of all the appeals, 95% were subjected to torture in the Ministry of Internal Affairs, 8% in institutions of the State Committee for National Security, and 1% in the State Service for Punishments Execution. Criminal cases have been opened on two cases in Issyk-Kul and Chui oblasts," chief of National Center for Prevention of Torture, Nurdin Sulaimanov said.
