Bishkek, Mar. 19, 2019. /Kabar/. Vice Prime Minister of the Kyrgyz Republic Altynay Omurbekova delivered a report on “Gender Analysis of Policies, Services and Budget in Social Protection and Employment. Challenges and Opportunities in the Context of the Nationalization of the Sustainable Development Goals.” in the framework of the 63rd session of the UN Commission on the Status of Women, which is taking place at the UN Headquarters in New York, the press service of the Kyrgyz Governments Office reported.
In her report, Omurbekova noted that the Kyrgyz Republic assumed key international commitments on gender equality and human rights, including the Convention on the Elimination of All Forms of Discrimination against Women, the Beijing Platform for Action and joined the global 2030 Agenda for Sustainable Development.
“The Kyrgyz Republic consistently and systematically adheres to the principles of open partnership and cooperation with development partners, civil society institutions and the private sector. In 2017, a comprehensive analysis of social protection policies and services was carried out in the country as part of the implementation of the Sustainable Development Goals, which revealed gaps between various national and sectoral policies, such as national gender policies, social protection, support for people with disabilities, child protection, migration and employment, local government and decentralization of social services,” she said.
The Vice Prime Minister noted that today a multisectoral approach based on human rights and gender equality needs to be developed for the system of social protection and its relationship with politics. Emphasis should be placed on education, reproductive health services, retraining, development of professional skills, decent work, maintenance business skills, development of small and medium enterprises.
She also briefly informed about the adopted important documents aimed at solving socio-economic problems.
So, in 2018, the National Development Strategy of the Kyrgyz Republic for 2018-2040 was adopted. As part of the implementation of the National Strategy, it is planned to form a social support system based on the individual needs of those receiving social services.
“The Parliament adopted the Development Program of the Kyrgyz Republic for the period 2018-2022, “Unity. Trust. Creation.” This program aims to ensure that social assistance is rendered to the most vulnerable categories of citizens, at a level necessary not only to ensure minimum needs, but also for a decent life. The Family Support and Child Protection Program for 2018-2028 has also been approved, which is aimed at strengthening and developing the family institution, enhancing the social role of the family in society, as well as ensuring the protection of the rights and interests of children,” she said.
According to the Vice Prime Minister, the main tasks of the Program are to create conditions for the family to perform its basic functions (economic, reproductive, educational, psychological); development of partnership of state, public institutions, all citizens to strengthen and develop the family institution, to ensure the protection of the rights and interests of the child; raising the level of public awareness on strengthening and developing the family institution, preserving spiritual and moral traditions in family relations, as well as ensuring the protection of the rights and interests of children; development of social services for families and children.
The 63rd session of the UN Commission on the Status of Women is attended by delegates of UN member states, experts from international organizations, regional and functional branches of the Organization, representatives of human rights structures and civil society from foreign countries.
The UN Commission on the Status of Women is a functional body of the UN Economic and Social Council and is engaged in reviewing the implementation of international standards for the protection and promotion of women's rights, developing proposals for their proper implementation.
