Bishkek, Jan. 15, 2019. /Kabar/. Vice Prime Minister of Kyrgyzstan Altynay Omurbekova met representatives of international and public organizations to discuss prevention of cruel treatment and violence against children, the press service of the Kyrgyz Government Office reported.
“Today’s meeting is important for all of us, because together we want to improve the work of state bodies and local self-government bodies aimed at improving the existing situation with children. We are interested in the voice and positive experience of everyone who has experience in the work of protecting children,” Omurbekova told.
The Vice Prime Minister stressed that the draft Action Plan for the prevention of cruel treatment and violence against children for 2019-2020, which is being discussed, is planned to be finalized and approved by February in order to start its implementation locally.
“Today, work of district headquarters has been resumed to prevent ill-treatment and violence against children, and visiting around is being conducted to identify children in difficult life situations. The survey of families contributes to the creation of a database of children brought up in families in the absence of parents, providing such families with timely assistance and support, carrying out explanatory work with them about responsibility for the life and health of children, including adopted children, the importance of non-violent education. Today, the efforts of the Government of the country are aimed at creating an information and analytical system for children in difficult life situations (databases), developing a single effective approach to solving the problem of overcoming the difficult life situation of a child and his family and preventing ill-treatment and violence against children.” Omurbekova told.
During the meeting, representatives of the Ministry of Labor and Social Development of the Kyrgyz Republic presented a draft Action Plan for the prevention of ill-treatment and violence against children for 2019-2020 for discussion and revision.
One of the main points in the document is a nationwide awareness campaign to prevent abuse and violence against children. In addition, it provides for the organization of work on the early identification of families and children in difficult life situations, increasing the effectiveness of the activities of state bodies and local governments to prevent ill-treatment and violence against children. In particular, we are talking about conducting a thorough investigation of each case of ill-treatment and violence against a child, the rapid exchange of information between the social development, health care, education and home affairs agencies on the identification of dysfunctional families with children in difficult situations and a number of other activities.
The Vice Prime Minister emphasized that it is possible to reliably and securely protect the family and childhood with the close cooperation of the state and society. She noted that it is particularly important to inform the public about measures to ensure the safety of children.
In turn, representatives of international organizations noted that the draft of this plan is more specific and goal-oriented. However, it should be clearly understood that only joint and coordinated work of ministries and departments will allow to achieve the desired effect, and it is necessary to create all conditions for the work of relevant specialists.
At the same time, the participants in the meeting expressed their willingness to take an active part in the discussion of state policy in the field of family support and child protection, prevention of cruel treatment and violence against children.
In conclusion, Vice Prime Minister Altynay Omurbekova thanked the representatives of civil society for the assistance provided, suggestions and ideas for the preparation and implementation of measures to prevent abuse and violence against children for 2019-2020.
