Parliament of Kyrgyzstan approves draft law on reducing electoral threshold

Bishkek, Oct. 23, 2020. /Kabar/. Deputies of the Jogorku Kenesh (Kyrgyz Parliament) supported a draft law “On Amendments to the Constitutional Law of the Kyrgyz Republic “On the Elections of President and Deputies of the Jogorku Kenesh.”

5 deputies of the Jogorku Kenesh are initiators of the bill.

Previously, the Committee on Constitutional Legislation, State Structure, Legal and Judicial Issues and the Rules of Procedure of the Jogorku Kenesh endorsed this bill in the second and third readings.

The bill proposes to reduce to 3% the electoral barrier for political parties to enter the Jogorku Kenesh. In addition, it is proposed to reduce the amount of election deposit to KGS 1 million and cancellation of voting on Form-2.

According to Parliament Speaker Kanatbek Isayev, there are decisions of all six factions, allowing to adopt the bill in three readings at once.

A total of 84 MPs voted for the bill.

Earlier, under Form-2 citizens could change their election addresses.

Previously, the electoral threshold was 7%, and the amount of the election fund made KGS 5 million.
