Bishkek, Sept. 12, 2020 / Kabar /. “Parliamentary democracy in the country is still in the process of formation,” President of Kyrgyzstan Sooronbay Jeenbekov said in his regular interview with the state radio.
The head of state noted that the formation of parliamentary democracy is not a matter of one or two elections, but a rather long development process, as evidenced by the history of countries with the most developed parliamentary system.
Sooronbay Jeenbekov added that the biggest responsibility in this process lies with the parties - in the structure of their ideological platform, in their internal order.
“There is a well-known concept of 'democratic centrism', due to the absence of which problematic situations often arise. Party lists are often formed not on the basis of ideology; sometimes, preference is given to financial opportunities or the social status of a person in society. This phenomenon has been observed over the past 10 years, since Kyrgyzstan embarked on a course towards parliamentary democracy,” he said.
Sooronbay Jeenbekov especially noted that if parties want to come to the legislative and executive branches in order to participate in the development of the country, then they must first of all strengthen democratic centrism and internal order in the party, must strictly comply with the requirements of the legislation.
“Parties should be an example for society. Moreover, both the parties themselves and the party leaders,” the President said.
The head of state added that, in general, the upcoming elections will be held in accordance with the law and contribute to the formation of parliamentary democracy.
The parliamentary elections in Kyrgyzstan are slated for Oct. 4, 2020.
