Parties in parliamentary elections in Kyrgyzstan - what are their chances

On the eve of the start of the election race on Sept. 4, the Central Election Commission of Kyrgyzstan officially published the list of political parties admitted to the parliamentary elections in the Kyrgyz Republic in 2020. Unlike previous similar elections, when 24 parties fought for parliamentary seats, this time only 15 were allowed:

At the moment, these parties are divided into three categories:

- having parliamentary experience, that is, previously already included in the country's parliament

- claiming to enter parliament not for the first time, but who have not achieved success before

- participating in the parliamentary elections for the first time.

The most experienced parties, that is, those that have already been part of the Jogorku Kenesh are:

1. Ata-Meken Socialist Party, founder and leader is Omurbek Tekebaev. It has been a member of the parliament since the announcement of elections on party lists 3 times - in 2007, 2010, 2015. In the last VI convocation, 11 members were represented in the parliament. The party positioned itself as an opposition faction in the parliament and is still opposition faction. Both by the experience as a party and in the parliament, and by the potential of its list, the party can claim success.

2. Kyrgyzstan political party, headed by Kanat Isaev, is a member of the parliament since 2015, it is represented by 18 members. The party was a member of the majority coalition, positioning itself as a pro-governmental party. In the current elections, in the process of registering with the CEC, the party unexpectedly stumbled, falling into a scandalous story due to the fact that it didn’t submit the documents in-time, and only through the decision of the Supreme Court received the right to participate in these elections.

3. Respublika political party, with its leader Mirlan Jeenchoroev. It was a member of the parliament in tandem with the Ata-Jurt party following the 2015 elections, the tandem collapsed later. 28 members represent the party in the parliament. It was a member of the majority coalition, positioning itself as a pro-government party.

4. Bir Bol, the party of state unity and patriotism, party leader is Altynbek Sulaimanov,. In the last elections, the newly minted party managed to unexpectedly overcome all electoral barriers and became a member of the parliament, with 12 members representing the party. In the majority coalition, it positioned itself as a pro-government party. The party is known as a party of moneybags.

5. Political party the Veterans of the war in Afghanistan and participants in other military conflicts, with its party leader Akbokon Tashtanbekov. It entered the parliament in 2005 with two of its members, when the Jogorku Kenesh had two chambers - the upper house - the Assembly of People's Representatives, and the lower house - the Legislative Assembly. The party’s representatives were members of the lower house.

Based on the experience of participation in elections, the chances of some parties of this category in the current elections are not bad. The popularity of the parties does not tell the electorate much, and they have noticeably less financial resources than some other parties included in the list of participants in the 2020 election process. Among them, there are those who have the minimum chance of overcoming the 7 percent barrier.

The second category includes parties that took part in the previous parliamentary elections, but failed to achieve success:

1. Zamandash political party, the leader of the party is Zhenish Moldokmatov. The party participated in the elections to the Jogorku Kenesh in 2010 and 2015. Both times it gained less than 3% of the votes and could not overcome the established barrier. The current composition of the party list includes a number of well-known, but with a rather ambiguous image, current and former civil servants and businessmen.

2. Meken Yntymagy political party, with its leader Temirbek Asanbekov, participated in the elections to the Jogorku Kenesh in 2010 and 2015. Both times it gained less than 2% of the votes and could not overcome the established barrier.

The chances of these parties for success are below average, since they do not have a wide electorate, and there are not financial opportunities to expand the number of their supporters.

The third category of parties is divided into two:

- potential parties

- "dark horses"

Potential ones include:

1. Birimdik political party, the formal leader of the party is Marat Amankulov. The party did not participate in major electoral processes before. Many people associate it as a ruling party as there is no ruling party in these elections, in contrast to previous ones, when the ruling party was considered the SDPK. The top 50 of the party list includes 28 deputies of the current convocation and a number of members of the Government. The party clearly contrasts with its program, which focuses of Eurasian choice of Kyrgyzstan that attracts many people.

2. Mekenim Kyrgyzstan political party, leader is Iskender Matraimov. The party was founded in 2015 and regularly took part in elections to local authorities, in particular, in elections for city councils in Bishkek and Osh. It was represented by at least 10 members. The party list for these elections in the top 50 included 13 deputies of the current convocation of parliament, as well as 6 well-known officials and politicians in the republic. The party is perceived by a part of the country's population as a political force that stubbornly moves towards its intended goal, despite the rather ambiguous attitude of a part of society towards its sponsors.

Despite the fact that both parties are taking part in the elections to the Jogorku Kenesh for the first time, both in terms of the composition of the persons represented in the party list and from the financial point of view, are considered as the favorites of the elections.

"Dark horse" parties include:

1. Yiman Nuru the party of justice and development, founder of the party is Rais Alymkulov. The party is completely new and this election should show how wide a stratum it has managed to create for successful participation in the campaign. The party adheres to the policy of a spiritual and religious course. There are no well-known personalities on the party's list, but the part of the youth who shares the view of spiritual development, taking into account traditional religious views, can follow its leaders.

2. Chong Kazat political party, party leader is Maksat Mamytkanov. The party was created relatively long ago, but did not participate in large election campaigns. This year, the party is well-known among the population due to the widespread use of the social network opportunities by some party activists calling for the fight against corruption, adheres to the course of renewing the elite, especially the ruling elite. There are practically no well-known politicians on the party list, it consists mainly of representatives of medium-sized businesses.

3. Reforma political party, the founder of the party is Azamat Akeleyev. The party is known for forming the party list for the elections by voting on social networks and intends to conduct election campaigning via Internet, hoping to pull up young voters for the elections and managed to unite with its slogan for decisive reforms in the country. The main distinguishing feature of the party is its radicalism, which attracts a certain part of the youth.

4. Social Democraty political party, founder of the party is Seid Atambayev, the son of the previous president of the country. The party was created on the basis of breakaway members of the SDPK party (Social Democratic Party of Kyrgyzstan), and its party list included five deputies of the current convocation and one of the previous ones, as well as a number of prominent politicians who are under investigation.

5. Ordo political party, leader of the party is Mirbek Miyarov. This is the first time that the party announces its participation in major elections, and there are practically no publicly known personalities on its party list, with rare exceptions.

6. Mekenchil political party, leader of the newly-made party is former MP Kamchybek Tashiev. Despite the fact that the party was created relatively recently, its party list includes several deputies of the Jogorku Kenesh of various convocations.

Each party has its own electoral base, but they are distributed far unevenly across the country, which is an indisputable disadvantage for them. Taking into account the requirements not only of a 7 percent threshold, but also of the conditions for collecting votes in each region that remained unchanged, these disadvantages can become decisive, even if one of them manages to collect more than 7 percent of the votes in total, they may not get the required number of votes in the regions. On the other hand, most of these parties do not have serious social support, as well as financial resources.

The latter will most likely play a significant, if not decisive, role for each of the participants in these elections.
