People chose presidential form of government because deputies discredited parliamentarism - lawyer

Bishkek, Jan. 12, 2021 / Kabar /. At a referendum on Jan. 10, Kyrgyzstanis chose the presidential form of government by a majority vote.

Lawyer Sulaiman Usenov told Kabar Agency what form is more necessary and why the people voted for the presidential form of government.

The lawyer stressed that political instability led to the fact that many parties began to go to parliament not for an idea, but for their personal interests. At the same time, he said, the deputies were not liable together with the government for the failure to fulfill the government's program.

“In the parliamentary form, we saw that in case of something the parliament found a scapegoat in the form of somebody or prime minister. And the parliament was not responsible for its government. We saw that if the government does not fulfill its responsibilities or receives an unsatisfactory assessment, then in this case the coalition that confirmed the government should have resigned together with the government or give up their mandates, but we did not see this and did not even feel that the deputies could bear at least moral responsibility. Parliament has discredited itself from the point of view of political parties. They completely discredited parliamentarism and therefore the people voted for the presidential form of government. People chose the president because it speaks of responsibility,” explained Usenov.
